IPSC Mission The Integrated Public Safety Commission (IPSC) mission is to facilitate statewide public safety communications between local, state and federal public safety agencies. Our goal is to save money and save lives by minimizing the financial and technological barriers to interoperable communications.

IPSC History & Governance The Indiana General Assembly created IPSC in 1999 to coordinate the implementation of a statewide Land Mobile Radio system for public safety. IPSC also has authority over other multi-agency public safety communication issues. IPSC Commission is made up of 12 members representing fire departments, emergency management agencies, emergency medical service providers, police departments, elected officials, and other public safety disciplines. FirstNet is NOT a replacement for Land Mobile Radio (LMR) systems What is FirstNet? FirstNet is a federal entity formed to build-out, operate and maintain the forthcoming wireless Nationwide Public Safety Broadband Network (NPSBN). FirstNet seeks to develop a nationwide wireless broadband service dedicated to first responders—providing more spectrum for public safety to allow greater situational awareness during emergencies, while supporting day-to-day operations. FirstNet is NOT a replacement for Land Mobile Radio (LMR) systems Additional Benefits: FirstNet will support data applications and non mission-critical voice Combination of terrestrial, satellite and deployable infrastructure may be used for coverage, including in rural communities.

Who Pays for FirstNet? FirstNet and the selected vendor (AT&T) fund the infrastructure, including installation and ongoing maintenance and support of the network. Think of FirstNet like your current network provider for voice and data (Sprint, Verizon Wireless, AT&T, etc.). Agency users who choose to subscribe to the network pay for the service, devices and applications (including all software, maintenance, database storage, etc. required to support the applications) used on the network. FirstNet will be similar – AT&T will install and maintain the infrastructure while agencies will pay subscription fees and pay for their own devices, software and applications to be used on the network. In general, AT&T will deploy, manage and maintain the network Agencies would obtain enterprise subscriptions and provide devices to their authorized users, similar to the way Radios are distributed today Only Public Safety users with proper credentials may be granted or purchase access to the FirstNet network The law prohibits private consumer users from using the network directly, although spectrum sharing under certain constraints is allowed to subsidize business case

Is Use of FirstNet Mandatory? The build-out of the FirstNet network in each state is mandatory per federal legislation. The use of the network by public safety entities is optional. Public safety officials may choose to continue to utilize a commercial broadband service, but will not gain FirstNet unique benefits. The law Congress put in place requires FirstNet to deploy the network infrastructure in all 57 States and Territories The federal government is not mandating the use or subscription to FirstNet Agencies may decide not to use FirstNet and deploy commercial broadband instead, however you’ll lose access to unique services However, the commercial 4G networks may not deliver optimized, secured, dedicated network operating on dedicated spectrum.
