Peer eXchange & Learning Entrepreneurial Discovery Process for Smart Specialisation Strategies (EDP) SAXONY-ANHALT Magdeburg, 8 March 2018

Questions What are your experiences with methods to keep up stakeholders motivation? What are your best practice examples in terms of linking RIS 3 and ESIF in your region? How do you deliver RIS 3-results to the public (PR work)?

Regional economic structure R & D quota in Saxony-Anhalt is approx. 1.5% of GDP, that of the private sector is only 0.4% of GDP Company's stock is characterized by SMEs, production sites are mainly production-oriented Saxony-Anhalt is a fast-aging region within Europe – demographic bias Megatrends recorded in the Lead Markets for example: Aging society in Europe Globalisation Sustainability: Energy and resource efficient production leads to „Circular Economy“ Progress in digitalisation throughout all sectors of society

The Role of Germany's Federal Government and Federal States Regional funding is made at the regional level Therefore it is the task of the German “Länder” (regions) to implement the programs supported by the structural funds Structural funding is carried out on the basis of operational programs (OPs) The OPs contain descriptions of the funding strategies of the particular region The OPs must, however, be consistent with the strategy (partnership agreement) negotiated at the national level and must be approved by the European Commission

Priorities identified in RIS3 – Five Lead markets with future potential in Saxony-Anhalt Mobility and Logistics Energy, Engineering and Plant Construction, Resource Efficiency Chemistry and Bioeconomy Food and Agriculture Health and Medicine

Significant: Cross Innovation throughout the market sphere 5 LEAD MARKETS Science and Educational System Clusters and Networks Strategic Focus Cross-Sectional Field: Key technologies Cross-Sectional Field: Creative Industry Cross-Sectional Field: ICT

Governance set-up of RIS3 Basic developments like - our broad, inclusive and evidence-based procedures - grounded in stakeholders’ engagement processes (workshops, public surveys, interviews of experts, conferences…) - the establishment of RIS - the development of structures - establishment of strategic Lead Markets …were in den beginning initiated by Ministry of Economy, Science and Digitalisation Saxony-Anhalt in association with agencies in a broad public dialog process …are initiated now in association with Lead Markets, clusters, stakeholders of different kind in a wide implementation strategy

Processes methods to engage stakeholders - entrepreneurs - scientists (universities and reseach institutions) - cluster manager - political sphere - actors from transfer agencies, Chambers of Industry and Commerce, from EU-agencies … SYSTEMATIC DIMENSION - repetitive: Involvement of stakeholders in Lead Market-structures as Sub-group leaders, as responsible for Lead Market-core projects, routine- structures of communicating the RIS in Saxony-Anhalt DYNAMIC DIMENSION – ongoing process: Further development of the regional innovation world and of their stakeholders with new projects, new cooperation… new stakeholders Wie erreicht die öffentliche Verwaltung mit den beteiligten Akteuren Konsens? Mechanismen, Prozesse…?

EDP for the RIS3 implementation - TARGETS Cohesion: growth of GNP and competitiveness Strengthening of productiveness Contribution to positioning on national and international markets 2. Improvement of innovation potential and capacity Generating of new products, production processes, different types of innovation (business models inclusive) 3. Job effects – creation of sustainable jobs (quality dimension) In order to make the discussion at the workshop as efficient and useful as possible, it is important to move out of the ‘classical’ presenting mood and head towards a more concrete approach to issues that need to be faced on the ground, while establishing and implementing your strategy. For this reason it is important to define a focus of your presentation, which would act as a ‘red thread’ in your presentation. Please remember that the more linked to your presentation the questions are, the more relevant feedback you might get. By presenting the questions up front, you allow your peer critical friends to keep them in mind while you give your presentation. The questions should be repeated at the end of the presentation. Questions of a very general character can be made relevant for you specific region only if you give related information in your presentation.

EDP for the RIS3 design – current and continued structures in 2018 Lead Market working groups (continuation) Expansion of innovation clusters, cooperation networks and platforms Innovation Advisory Board Future conferences Promote core projects in Lead Markets Settlement of young, innovative firms, business culture …lessons learned during RIS design-phase: strengthening strengths and understanding weaknesses as a task (structured) communication is essential to reach the goal In order to make the discussion at the workshop as efficient and useful as possible, it is important to move out of the ‘classical’ presenting mood and head towards a more concrete approach to issues that need to be faced on the ground, while establishing and implementing your strategy. Changes and innovations introduced in the "EDP" during the RIS3 implementation Essential request for the region: strengthening start-ups and entrepreneurial culture Innovative foundations and location of firms New instruments (platforms, co-working spaces) Digititalisation offers special opportunities for value chains in order to establish companies with new business models and innovation New communication – internal and external, also matching domestic companies with start-up scene In order to make the discussion at the workshop as efficient and useful as possible, it is important to move out of the ‘classical’ presenting mood and head towards a more concrete approach to issues that need to be faced on the ground, while establishing and implementing your strategy.
