Information on Your Health Insurance Options for 2019 Introducing Cigna Information on Your Health Insurance Options for 2019 Human Resources Office

Why Change Providers?

Why the Change? United’s initial quote for 2019 was for a 24.8% increase due to an increase in claims. After negotiation, United provided a revised quote of a 18.4% increase The Benefits Advisory Committee (BAC) reviewed other quotes beginning in March Cigna offered the best alternative with an increase of 11% on a self-insured basis (actual increase spreads from 7.26%-12.81% depending on plan and tier level)

Self-Insurance vs. Fully Insured Moving to a self-insured plan from a fully insured plan does not impact the employee or Stetson’s relationship with the provider The difference lies in how claims are managed and paid from a risk perspective A fully insured plan involves an upfront price agreement, and the insurer pays the claims that come in A self-insured plan has the University paying the claims as they occur

Review of Cigna

Benefits of Cigna Lowest overall cost without reducing benefits Benefits are a match or are enhanced relative to United plans OAP Performance = United Choice (HMO like option) OAP Option = United Choice Plus (PPO like option) Dedicated customer care line (One Guide) Feedback from the BAC survey indicated employees wanted a better customer service experience Customer care line offers support from people familiar with our plans starting prior to 1/19 to help in transition 1-888-806-5042 -Customer service line on steroids!

Benefits of Cigna Nationwide network of providers, including telemedicine options and emergency coverage for international travel Limited disruption to providers (doctors, labs, etc.) 93% of providers utilized by employees were in-network with United 93% of providers would also be in-network with Cigna Labcorp and Quest are both in-network labs Expanded wellness offerings, with more funding available for marketing, incentives, screenings, and other opportunities

Changes with Cigna Prescription disruption About 5% of total prescriptions written in 2018 face negative disruption (moving up in tier or are excluded) 3% positive disruption Rx plan similar in style and approach to FloridaBlue plans 90 day retail options are limited CVS and Walmart participate Publix, Walgreens, others don’t participate 90 Now network

Changes with Cigna Prior Authorization and Step Therapy Stetson is working on ways to limit the impact by coordinating with United and Cigna Employees should still talk to their doctors about providing information to Cigna about any treatments or drugs that have gone through previous step therapy or prior authorizations
