Layout Progress since last ESHAC and implementation of recommendations. Some details on released Radiation Protection Handbook chapters, with examples. Next steps (very briefly).

Progress since last ESHAC First released (approved) version of the Handbook that is part of the SSM licence for operation of the Ion Source and for holding radiation sources. The Handbook is available for ESS staff on Confluence.

First RP Handbook Five chapters are currently approved and ”released”: Chapter 1. ESS radiation protection – Policy, Responsibilities and Quality. Chapter 2. Radiation Protection Rules. Chapter 4. Work with ionising radiation. Chapter 5. Radioactive Materials. Chapter 7. Radiation Monitoring.

Management System The five chapters are part of the ESS Management System and are included as a part in the ESS-0304902 Description of relevant ESS Management System for test of ion source and sealed radiation sources. summarising all relevant documents.

RP Handbook Chapter 1 Chapter 1. ESS radiation protection – Policy, Responsibilities and Quality. The Radiation Protection (RP) group within the ESH division is responsible for all aspects concerning radiation protection at ESS. The ESS Radiation Protection Experts (RPE) and Radiation Protection Officers (RPO) as defined in the Council Directive 2013/59/EURATOM from 5 December 2013 [2] are members of the RP group. Tasks and roles for the RP group are further described in the Functional description for Radiation Protection [3] and subsidiary documents. The Radiation Protection group has a responsibility to report regularly concerning radiation protection, and any important matter within shortest possible delay, to the Associate Director of ESH&Q. Reporting to the Swedish Radiation Safety Authority (SSM) will be done in compliance with the Swedish Regulations. ESS-0267072

RP Handbook Chapter 1 The Radiation Protection Handbook points to several other approved documents: For Chapter 1, an important reference is ESS-0298187 Functional Description for Radiation Protection Group.

RP Handbook Chapter 2 For the IonS we had to follow the current GSO and it was stated that: Non-designated area 1. In non-designated areas, air and surface contamination may not occur in addition to natural background activity. 2. At permanent workplaces, the annual effective dose should not exceed 50 mSv. 3. At non-permanent workplaces, the dose rate shall not exceed 0.5 mSv/h.

RP Handbook Chapter 2 The chapter points to other ESS approved documents: ESS-0000004 ESS General Safety Objectives. ESS-0150296 ESS rules for radwork permit and implementation of ALARA in operation. ESS-0225571 ESS Instruction for radiography on site. ESS-0001786 Definition of Supervised and Controlled Radiation Areas. ESS-0052868 ESS Rules for medical examination.

RP Handbook Chapter 4 Working with ionising radiation Main content for current operations are: Planning Risk Assessments and Readiness Review for Safety Posting Documentation and archiving Reporting of abnormal events Including for designated areas (such as the Test Stand) : Controls Local Rules Protective Equipment in designated areas Entry and exit requirements Access to designated areas

RP Handbook Communication Safety Readiness Review meetings (Also Pre and Post) Local Rules for Radiation Areas Management system Weekly Safety rounds Information at Divisional meetings on specific topics Training People organisation Facility Ways of working With reference to relevant procedures for Operation Safety Quality

RP Handbook Chapter 5 & 7 Chapters 5 and 7 are currently addressed to Radiation Protection staff only. Ch 5. Radioactive materials sealed sources for functionality test of radiation detectors Ch 7. Radation monitoring Area monitoring by passive measurement technique (OSL) Hand held RP instruments (operated by RPO) The PSS0 for the ion source does not have radiation monitors and is only for electrical hazards.

RP Handbook Chapter 5 Transportation off-site ”For off-site transport of radioactive sources, the rules for transportation of dangerous goods shall be followed [4]. Advice concerning transportation of radioactive material shall always be sought from the Safety Advisor for Dangerous Goods (SADG).” [4] ESS-0122078 ESS Rules for External and Internal Transportation of Dangerous Goods.

RP Handbook Chapter 7 Radiation monitoring Hand-held monitors Passive radiation monitoring Calibration of radiation monitors Maintenance and Operations Archiving Radiological Monitoring Data Scope: radiation zoning validation of non-designated areas and supervised radiation areas.

Next revision of the RP Handbook The main objective is to fulfill and practically implement the SSM requirements for the Normal Conducting Linac. The following chapters will be included in the next step and will be a part of the ESS Management System. Chapter 3. ALARA Chapter 6. Dosimetry Chapter 7. Radiation Monitoring extended Chapter 9. Shielding Chapter 11. Training Chapter 12. Emergency preparedness Should be harmonised with OHS and current operational procedures. Apply a staged approach in implementing the RP Handbook, i.e. first cavity testing (test stand 2) and secondly normal-conducting linac.
