HI LANGUAGE INSIDE TOURNAMENT 2016 DEBATE COMPETITION The Technical Meeting FRIDAY, 15TH OF JANUARY 2016 UNIVERSITAS AIRLANGGA SURABAYA

General Rules (1) The championship will be separated into two phases; Preliminary rounds in 16 January 2016 and elimination rounds in 17 January 2016. Be punctual. There will be no extra time given to team which come late. There will be four preliminary rounds. Each winning will earn a team one victory point. Teams which have acquired victory points to pass as the top sixteen will proceed to elimination round.

General Rules (2) The elimination phase will consist of four rounds in the next day (17 January 2016); octo-final, quarter-final, semifinal, and grand final. Participants will have to debate in school uniform.

Specific Rules (1) HI LITE 2016 will use Asian Parliamentary System and Points of Information (PoI) will be allowed during the 1st until 6th minute of the speaker’s speech. Each team will consist of a First, Second, and Third speaker. Reply speech will be given by the First or Second speaker (delivered by opposition team first and ended by proposition team). During the preliminary and elimination rounds, there will be two types of motion: prepared motion and impromptu motion.

Specific Rules (2) There will be a 30 minute case-building period after motion launched and before debating time. During case building period, teams are not allowed any outside assistance (teacher, coach etc) and not allowed to use any gadget for case building. Failure to comply will result in immediate disqualification. Team advisor (teacher, coach etc.) have to stay in Debater’s Hall during case building, but may follow the debaters after case building session end.

Specific Rules (3) Dictionaries and printed materials are only allowed during case-building. Only hand-written notes are allowed during the debate session. The use of internet and electronic devices are prohibited during debate sessions and case building, unless use stopwatch or sound recording application. Time allocation for each speaker is 7 minutes and 20 seconds. For the allocation of reply speech is 4 minutes 20 seconds.
