RAIN Meeting March 3, 2009

American Recovery and Reinvestment Act of 2009 (aka Stimulus $$ or ARRA) What we know today: Things are changing daily and information presented here is definitely subject to change Additional Reporting and Monitoring Requirements Special Reporting Requirements Quarterly reporting due 10 calendar days after each quarter Includes detailed subrecipient reporting First report due from recipients – July 10, 2009 New Responsibilities Spend the stimulus money quickly (and appropriately) Be vigilant about spending rates. Will be closely monitored. May be penalized if not – i.e. agencies may reduce next year’s funding or award/monies will be rescinded Forget old ways of conducting your business PIs can’t take months to ramp up for the research The law requires recipients to spend the money quickly to stimulate the economy Includes monies to OIG for increased oversight and audit of these funds Higher Transparency and Scrutiny Requires “Strict Adherence” to cost principles, administrative regulations and award T/Cs Subrecipient monitoring (over $25K) – Very Important Timeliness Critical - Could lose funds over late financial or progress reports

ARRA Continued… ARRA funds must be 1) tracked, 2) reported and 3) closed out separately from regular award funds, even if awarded as a supplement to an existing award. New account #s will be assigned by DGCA for all ARRA monies, even if it is a supplement to an existing award Subawards issued from ARRA funds must be closely monitored: Timely issuance and execution of Awards to subrecipients Timely invoicing by subrecipients and issuance of payments Quarterly reporting requires detailed subrecipient data New CFDA#s will distinguish ARRA funds More details will follow once known -
