Why does the government care about participatory budgeting (PB)? Most PB practices in the world fall under the purview of municipalities. Government intervention in this sector is minimal (no reasons or tools) In Russia PB is directly aligned with public finance and automatically becomes part of government policy MOF’s concern: PB is a tool to improve spending effectiveness through: Prioritizing the use of budget resources in response to people’s needs Effective public control mechanisms

What the government SHOULD NOT do Tightly control PB procedures There should be scope for various types of participatory practices Force regions/municipalities to implement PB This will lead to mimicking of PB Earmark federal budget resources to finance PB projects Getting public money should not be a reason for launching PB What the government SHOULD NOT do

What can the government do to scale up PB? Put in place an enabling environment for PB practices Send signals to regions on the positive role of the PB (i.e. through conferences, reports on best practices, competitions, etc.) Support promotion of PB National PB? Lower the cost of access to information on practical dimensions of PB implementation (though portal) Encourage domestic and international knowledge exchange Encourage capacity building for PB participants (at the initial stage) What can the government do to scale up PB?

This is all done in the context of the MOF-World Bank project Promotion of Participatory Budgeting in Russia (2016-2020) An institutional infrastructure has been put in place (PB Center at FRI, regional propjet offices, World Bank expert support) A training and knowledge- exchange platform for regions has been created Advisory and methodological guidance to regions willing to launch PB projects

Replication of initiative /participatory practices 2007: start of PB in Russia with World Bank (Bank) LISP launched in Stavropol krai Bank LISP in Stavropol krai and Kirov oblast Bank LISP in 8 Russian regions, St. Petersburg EU PB projects in 3 regions Launch of MoF–Bank Project for Strengthening IB Various IB practices; LISP in 25 Russian regions

Beyond Effective Budget Spending … Promotion of budget literacy (including among schoolchildren) Promotion of social partnerships Youth policy Inclusiveness (engaging special groups, including the disabled, elderly, homeless, etc.)
