New This Year: Summative Designation Exemplary Schools performing in the top 10 percent of schools statewide, with no underperforming student groups. Commendable A school that has no underperforming student groups, a graduation rate greater than 67 percent, and whose performance is not in the top 10 percent of schools statewide. Underperforming A school in which one or more student groups is performing at or below the level of the “all students” group in the lowest performing 5 percent of schools. Lowest Performing A school that is in the lowest-performing 5 percent of schools in Illinois and any high school with a graduation rate of 67 percent or less. More Information

IL-EMPOWER is the statewide system of accountability and support that empowers schools with choice and voice in the school improvement process. Schools, districts, partners, and ISBE will work collaboratively to promote shifts in practice and build capacity.

Guiding Principles Capacity development in the areas of Governance and Management, Curriculum and Instruction, and Climate and Culture Differentiated supports, customized for local context Focus on equity within every school and for each and every child Continuous growth and development for results as an iterative process Shift from doing to schools to doing with schools Assumes positive intent

Prioritizing Needs for School Improvement A NEED is a gap between the present state and the desired state. A NEEDS ASSESSMENT measures those gaps by using a systematic set of procedures that allows the eventual prioritization of needs.
