Who can participate? Public institutions (national, regional, local; including EGTC) Private institutions (including private companies, having legal personality) International organisations acting under the national law of any CENTRAL EUROPE Member State or, with restrictions, under international law Self assessment tool will be a tool for lead applicants to check their minimum financial capacity available online with the launch of the call Private institutions can be lead partners in all programme priorities Private lead applicants must fulfil minimum financial capacity requirements (self-assessment tool)

Project partnership & characteristics At least three financing partners from three countries, at least two of them located in the CENTRAL EUROPE area Recommended financial size: EUR 1 to 5 million total project budget (smaller or larger projects acceptable in exceptional cases) Recommended maximum size of the partnership: 12 partners, it should reflect project scope and stay manageable (larger partnerships not excluded if justified) Recommended project duration: 30 to 36 months (up to maximum 48 months)

Features of successful projects Transnational and territorial relevance Relevance and capacity of the partnership Delivery of concrete and measurable results reflecting a change Durability of outputs and results Coherence (work plan) Strategically relevant Communication Effective project management Sound budget Projects focusing on purely academic cooperation, basic research or aiming at mere networking and exchange of experience and/or not demonstrating the translation of “soft” outputs (studies, etc.) into concrete and sustainable results will not be supported.

Programme/project intervention logic Projects require a clear result-oriented approach contributing the attainment of a specific objective of the Interreg CENTRAL EUROPE Programme: Project objectives have to clearly target one single programme specific objective within the chosen priority axis. The contribution of the project to the respective programme result (and the related indicator) has to be clearly demonstrated. Project activities and outputs have to be logically linked to the targeted specific objective.

Competitive two-step procedures

An indicative total budget will have to be provided in the first step while a detailed work plan in section D and a detailed budget in section E will have to be delivered in the second step only. AGAIN: Proposals have to comply with the continuity requirements between the first and the second step desribed on the previous slide.

Assessment: step 2 of the call Full set of the strategic and operational criteria Strategic criteria: Assessment of the relevance and partnership of applications and the extent of their contribution to achieving a programme specific objective Operational criteria: Assessment of the quality of implementation with regard to the feasibility and viability of applications as well as their value for money (resources used in relation to results delivered)

Programme support to applicants Website documents: Interreg CENTRAL EUROPE Cooperation Programme Application package for the first call (Call announcement, application manual, AF templates, supporting tools) Thematic studies analysing 2007-2013 projects National info-days Transnational lead applicant training (step 1: 10 March 2015) Information and guidance by the network of national contact points Individual consultations with the joint secretariat Individual consultation step 1: Individual consultation on the project idea and partnership is offered by the joint secretariat when filling in the light application form. For a formal consultation project ideas should be already at a more mature phase of preparation. Such consultation is voluntary, will be based on a preliminary concept (e.g. project idea template), is offered once per project idea and will last a maximum of 30 minutes. Individual consultation step 2: Individual consultation on all aspects of an application (content, financial and communication issues) are offered by the joint secretariat when filling in the full application form (step 2). Consultations are recommended as a follow-up to participation in the transnational lead applicant training for step 2. If a project cannot participate in the step 2 training, an individual consultation becomes mandatory before submitting the full application form. Step 2 consultations aim at providing technical advice focussing on the work plan and budget and will last a maximum of one hour in total. Per application one individual consultation will be granted. Consultations of both steps will in no case be based on the application form document as such or be regarded as a pre-assessment.

Electronic monitoring system (eMS) https://ems.interreg-central.eu helpdesk@interreg-central.eu IMPORTANT NOTICE: Person/user creating the application form (AF) must represent (or be delegated by) the lead applicant institution, should preferably be the contact person of the lead applicant. Can then give user rights to other registered users. Always remember to save the data before leaving a section in the AF. AF can be submitted only by the user who created it. As annex to AF only one document needs to be uploaded in step 1: Lead applicant declaration After hitting the submit button, AF is considered as final and cannot be changed anymore!
