Lao National Water Resources Policy and Strategy …this will be adopted by government of Lao PDR Formation of National Policy, Strategy and 5-Year Action Plan 2011-2015 (by Department of Water Resources, MoNRE); Vision is coordinated, optimized and sustainable development and use of water resources, protection of the environment and improvement of social well-being.

Lao National Water Resources Policy and Strategy (cont.) Mission prioritization of water allocation for basic human needs, ensure equitable water uses and sharing the benefits of water availability and development ensure sustainable development and management of water resources and minimize water environment and social impacts management and protection of water sources and systematic, comprehensive planning for water resources development and use, balancing socioeconomic outcomes and water ecosystems strengthening ownership and participation of stakeholders on management of water resources development and use through capacity building and use of local knowledge

Nam Ngum RB Profile ISSUES: - lack of knowledge, experiences and inadequate capacity; water use for various purposes; hydropower development; irrigation schemes have increasingly developed throughout the basin; lack of sub-basin management plans impact from water related disaster – flood & drought. Physical Features Area 16,800 square km (7% of national area) Length 354 km Water Resources Average Flow to Mekong River 22 billion m3 / year (14% Mekong Flow) Annual Water Use 9.1 billion m3 Agriculture: 99% Urban: 0.5% Industrial: 0.1% Land Cover and Use Natural Forest 47% Shrub land / Re-growth 34% Agriculture 8% Grassland 7% Water surface 3% Urban area 0.02% Administration No. of provinces 5 No. of District 19 Population 502,000 persons (9% of Lao PDR)

Nam Ngum IWRM Plan (2009) included… 6 Key Results Areas of the Plan: Building the capacity to manage NNRB; Sustainable water use; Optimizing hydropower outcomes; Developing the sustainable irrigation potential of the basin; River sub-basin management; Reducing risks and impacts from water related disaster. ---- First IWRM plan and will be served as template for river basin management elsewhere in Laos.

Lao-French Cooperation - IWRM in Nam Ngum River Basin . Lao Counterpart: Nam Ngum River Basin Committee Secretariat (NNRBCS), Ministry of Natural Resources and Environment (MoNRE) . French Side (Donor): The International Office for Water (OIEau) is responsible for overall coordination, and fund supported by: Loire-Brittany Water Agency: € 100,000 Rhine-Meuse Water Agency: € 100,000 (2 phases of € 50,000)  Implementation Period: 2 years (2011 – 2012)

Nam Ngum RB – Pilot Project Aims: Experiences: at initiating an Integrated Water Resources Management (IWRM) process, through a pilot application in the Nam Ngum river basin; Lao PDR will have gained concrete experience of development and will have tested the key IWRM tools, i.e. planning; empowering local stakeholders; finance mechanisms. (...which will adapt the French/Europe model to Lao river basin management context)

Project Components – (Quatre) Component 1: General coordination and project promotion; Component 2: Institutional support and training for water resources management planning coordination at river basin and sub-basin levels; Component 3: Setting up of a water information system; Component 4: Study of potential implementation of polluter-pays principle.

Progress and Implementation Nam Ngum River Basin Committee and Secretariat established (2010); Int’l Seminar on River Basin Management, held in March 2011, Vientiane, Lao PDR (supported by l’Agence Française de Développement - AFD) MoU between MoNRE and the French International Office for Water (OIEau) signed; Proposed of 1rst French expert team mission to Lao PDR (19-23 Sep 2011) – team training, line agencies workshop…; Nam Ngum team has been set up (lead by Mr. Chanthanet Boualapha, ADG of DWR and DG of NNRBCS) Nam Ngum River Basin Committee Secretariat

Next Step Implement the full function of this Lao-French Pilot Project and NN IWRM Plan effectively assuring the sustainability of the NNRB management (in cooperation with French expert; Setting up project office in Lao PDR – Vientiane and Nam Ngum Basin (Viengkham District) ). Build capacity of NNRBC/secretariat and Sub-basin RBCs in order to implement the basin/sub-basin plans (Nam Xong & Nam Kho, Nam Lik and at least other 3 more sub-basins by 2015). Assessment of water use for livelihood subsistence for further water use planning; Continuously collecting and updating data - populations, water use, livelihoods, water discharge … Study reservoir modeling considering flood & drought management and planning in collaboration with relevant stakeholders/ministries; Continue to screen the Water Quality in the basin and prepare the action plan; Ensure the sustainable NNRB management financing - Continue to study on NNRB / Water Resources Fund Establishment. Prepare guidelines of RB/Sub-basins planning;

Future Lao-French Cooperation Require for the wide-range support to fully implementation of Nam Ngum IWRM Plan in achieving all the 6 key result areas (both TA & Financial); Enhance the long-term cooperation in area of water resources and river basin management, study exchange in France (lessons learned from France/Europe); Further cooperation with other experienced French Water Agencies, l’Agence Française de Développement – AFD, other development partners and donors…
