Army Non-lethal Requirements 14 March 2005

Gaps Immediate Needs Extended weapons range (small arms distance) that delivers intended effect is the Army’s most pressing gap Protecting convoys has emerged as a major requirement Stopping vehicles remains a major challenge to forces (at static sites, from convoys, etc)

Non Lethal Munitions Effective Ranges 15 30 45 60 75 90 105 350 METERS 60 degree Dispersal Angle MCCM Area The range gap is 3.5X the current capability (Goal is beyond small arms range) Point 12 GA Area Taser Point (Incapacitate) Hand Thrown M84 Diversionary Area 40MM From a materiel approach: The current programs same drawback, which is they have very limited ranges. Direct Fire out to 50 m LVOSS to 100m (but haven’t had much good feedback on its effectiveness) Longer ranges are demanded from input from warfighters and other branches, namely the Infantry to be able to interrogate a person’s intent and still have enough time to react with nonlethal or lethal means before they’re so close you have no options. Point FN303 Point (Semi Auto) M99 Area 66MM M98 Diversionary CS LVOSS Prepared by Applied Ordnance Technology

Extended Range Initiatives Extended Range Blunt Impact Capabilities Airburst Nonlethal Munitions (ANLM) (Army CDD in progress) Others (FN303, MASS, 12 ga, 40mm) Directed Energy Weapons (DEW) (Signature to Joint CDD) Static ADS Portable ADS (PADS) Acoustic Capabilities (Starting Army CDD) The reason ANLM remains the Army number 1 priority, even though it’s possible to get a DE out the door ahead of Airburst: DEW will still be very expensive and therefore not widely distributed across the fight DEW will not be suitable to common Army platforms, mobile, shoot on the move, etc, for a long time ANLM is an FCS requirement ANLM closes our most pressing gap: Range ANLM can be quickly proliferated across the battlefield once developed DEW has renewed interest in the Army even as a static system (System 2) Army supports the direction of the ADS ACTD System 2, but We still desire the PADS for mobility, size, etc, etc, We see PADS eventually becoming a solution for FCS ANLM and DEW however, do not provide immediate help 1. Acoustic Devices (possible to get effect soon with this device) a. Army has big demand for this capability, especially in Detainee ops and check points and to warn off/determine intent from convoy. b. Weaponizing appears to be a quick way to get range—again, our biggest gap. 2. Extending Range of FN303, 12 ga may provide some relief on range (100m w/ area coverage of 3m diameter), but still will not get us to small arms ranges 3. Starting to consider how JNLWM might be used differently to get range 4. ERASP is in the distance (time), but may provide more range so we continue to explore using DARPA money at this time. FN303 / Individual Serviceman NL System (ISNLS) (Army CDD) 12 ga Enhanced SEP (Army CDD) Other Extended Range NL Munitions Joint NL Warning Munitions (12 ga & 40mm) Extended Range Area Stun Projectile (ERASP) (Starting Army CDD)
