Origins and Context 1997, Strasbourg – Second Summit of the Heads of State and Government 2005, Warsaw – Third Summit of the Heads of State and Government 2007, Istanbul – Standing Conference of European Ministers of Education 2005-2009 World Programme for Human Rights Education – First Phase 2006-2009 – Third Phase of the EDC/HRE Project 1997, Strasbourg – Second Summit of the Heads of State and Gouvernement The Summit launched the project on Eduction for Democratic Citizenship 2005, Warsaw – Third Summit of the Heads of State and Gouvernement Reconfirmed human rights education as a priority, highlited the role of teachers 2007, Istanbul – Standing Conference of European Ministers of Education « Building a more humane and inclusive Europe: role of education policies » 2005-2009 World Programme for Human Rights Education – First Phase The Programme provided a global framework, and the Council of Europe actively contributed to the Programme 2006-2009 – Third Phase of the EDC/HRE Project The third phase builds up on the past experience developed in the framework of the CoE since 1997, it has consolidated past achievements and prepared a sprinboard for future co-operation in this field.

Forum for Debate Forum on Civic Partnerships for Citizenship and Human Rights Education (Strasbourg, France, 9-10 October 2008) Regional European Meeting on the World Programme for Human Rights Education (WPHRE) (Strasbourg, France, 5-6 November 2007) The Forums allowed to bring together key actors in the field of citizenship and human rights education from the states party to the European Cultural Convention Information was shared, key challenges were identified and possible solutions were proposed Excellent reports have been prepared and are available in English, French and Russian The Regional meeting was organised in co-operation with OHCHR, UNESCO and OSCE/ODIHR The Forum on Partnerships was organised in the framework of the Swedish Chairmanship

3. Platform for exchange and co-operation Network of EDC/HRE coordinators Regional initiatives (ex. SEE, Nordic, Black Sea and Baltic countries) Bilateral Programmes, in co-operation with the EC (ex. Kosovo*, Turkey) EDC/HRE Pack Manuals for teachers Compendium of Good Practice Network of EDC/HRE coordinators - officially nominated representatives, they meet twice a year at meetings hosted by the member states and in Strasbourg , over the years the network has become a knowledgeble and influential community of professionals and decision makers Their role is to inform the CoE and their counterparts from other member states on policies and practicies in their countries, and to disseminate information about the developments at the European level Regional initiatives (ex. SEE, Nordic, Black Sea and Baltic countries) – allow to go more in-depth on a specific topic (such as democratic governance), and to bring together different groups of actors (ex. teachers, school directors, curriculum developers) Bilateral Programmes (ex. Kosovo*) – EDC/HRE Pack – based on the examples of good practice in the member states, a series of manuals for various target audiences has been developed (a separate presentation on this topic will follow shortly). Manuals for teachers 6 part series The first publication in the new six part EDC/HRE publication series, Children’s Rights has been translated into about six languages, including Azeri, Albanian, English, Macedonian, Russian and French.  The manual is also being introduced into all schools in the ‘former Yugoslav Republic of Macedonia’ through a small CoE training project. Compendium of Good Practice Joint publication by the OSCE/ODIHR, the OHCHR, the Council of Europe and UNESCO Contains 101 examples of good practice French and Russian translation will be available in 2010 “Human Rights Education in the School Systems of Europe, Central Asia and North America: A Compendium of Good Practice” Joint publication by the OSCE/ODIHR, the OHCHR, the Council of Europe and UNESCO) 101 exemplary practices of human rights education, education for democratic citizenship, and education for mutual respect and understanding Designed for primary and secondary schools, as well as teacher training institutions, the resources included in the publication touch upon the key elements for successful human rights education: 1) laws, guidelines and standards; 2) learning environment; 3) teaching and learning tools; 4) professional development for educators; 5) evaluation. They were selected on the basis of their innovative approaches, effectiveness, adaptability and diversity. A PDF version of the main part of the Compendium is available on the websites of the partner organizations, in addition to Human Rights Education Associates (www.hrea.org/compendium). The full version of the Compendium with the Annex that includes full or partial examples of the practices, will be available on CDs as of December 2009.

LESSONS LEARNED Importance of strategic partnerships Added value of the Council of Europe as a platform for co-operation Participation of practitioners as key to successful outcomes Need for pragmatic and flexible approach Strong focus on decisions of the 3rd Summit and Ministerial Conferences Importance of strategic partnerships - complementarity, funding, dissemination; within the CoE (PACE, CM, HR Commissioner, Forum for the Future of Democracy), with foundations and NGOs (tool on democratic governance for out-of-school partners), with other institutions (WPHRE) Close co-operation with partners within Council of Europe outside (UN, joint programmes with EU, NGOs, etc) Added value of the Council of Europe as a platform for co-operation – governments and NGOs, countries in situation of conflict Participation of practitioners as key to successful outcomes – will be further developed in future programmes Need for pragmatic and flexible approach – the EDC/HRE coordinators and the Ad Hoc Advisory group on EDC/HRE played an important role in providing advice and guidance, in accordance with changing priorities in the member states Strong focus on desions of the 3rd Summit and Ministerial Conferences – legitimacy and sustainability
