50,000 per year suffer from Fetal Alcohol Effects CPS Policy 2123 Filed September 2002 Advocating for CPS to be able to step in at 20 weeks if there are reports of drug and alcohol abuse National 222,000 infants are born yearly with prenatal exposure to illicit substance Withdrawal signs include drug cravings, lacrimation, sweating, anorexia, diarrhea and flushing 50,000 per year suffer from Fetal Alcohol Effects Small eye openings, and behavioral problems like attention deficiency Summary CPS put policy 2123 in effect for children not yet born or not born alive. This policy states that CPS authorities will not be allowed to investigate abuse or neglect with an unborn or not born alive child, except if there are other children in the home reportedly abused or neglected or at danger. Another reason would be if the birth is imminent or the child is born alive, but likely addicted to drugs or alcohol. CPS may only make a casework related to special requests or concerns of doctors.
