Zimmerman Telegram Arthur Zimmerman, Germany’s foreign secretary, had sent a secret note to the German minister in Mexico. The telegram urged Mexico to attack the United States if the U.S. declared war on Germany. In return, Germany promised to help Mexico win back their territories in the American Southwest.

Russian Revolution In 1917, as a result of causalities in war and hunger at home, the Czar (Russian emperor) was forced to step down. Revolutionaries set up a democratic government. Pres. Woodrow Wilson believed in democracy, this influenced him to support the Allied cause.
