EAS Update – LL Upcoming Lessons Learned submitted to NERC currently under review WECC – LL174 “Substation Fires and First Responders” This LL comes from two 2017 events. Getting several expert Firefighter inputs. NPCC – LL184 “Avoiding IROL Exceedances by Rigorous Commissioning & Clear Procedures” Transformer differential tripped, remaining transformers picked up load, causing an IROL (post contingency thermal limit). IROL reduction actions were not completed before exceeding TV . RE/Entity answers to questions are being incorporated. MRO – LL188 “Networking Packet Broadcast Storm” When a 2nd network cable was connected from a Voice Over IP (VOIP) phone to a network, a packet broadcast storm prevented network communications. SCADA was lost for several hours. This should be ready for approval on next EAS call. RF – LL178 “Initiatives to Address and Reduce Misoperations” A misops reduction initiative success story. This should be ready for approval on next EAS call. NPCC – LL189 “Field Modification & RAS Operation Lead to Partial System Collapse” A relay mod enabled line stub bus protection, which misop’ed.
