An Example From Real Life! #1 The free movement of the working force is agreed in the treaty, and supported by detailed agreements and many Exxx Forms! E 301 is required to ensure unemployment benefits, when you return to your native country. Without E 301 no unemployment benefits. An Example From Real Life! #2 E 301 is a paper form. Information and documentation are filled out by handwriting. All information is available in the Government IT-systems. (They did collect the monthly contributions.) Why not issue this form, when the worker leaves the country? An Example From Real Life? #3 The present situation creates problems for the citizen. The level of service is low. The Government administration in both countries do spend extra resources to answer questions from the citizens. Easy access to information services at the transeuropean level. Single interface to services for citizens and businesses in transeuropean situations. The European Challenge - Technology (20%)! Efficient IP-network services. Common architecture to ensure fast and efficient development of new services. Common security framework: Encryption and PKI. The European Challenge - Organisation (80%)! #1 Business Processes Re-engineering at all levels of European co-operation. Legal based and tradition based co-operation and procedures must be reviewed and redeveloped based on eGovernment functionality and objectives. Develop an eGovernment strategy at the European level. The European Challenge - Organisation (80%)! #2 Council adopted Strategy and “Plan of Action”. All DG’s and all European Agencies and Institution must develop an eGovernment Strategy within the common framework. Establish a Central Team to act as a catalyst in this process. A Warning at the European Level! IT is a tool to create better service and more efficient organisations. IT is not a goal for the sake of IT. Only “need to have” services should be implemented.
