What is a Schoolwide Program? A schoolwide program is a comprehensive reform strategy designed to upgrade the entire educational program in a Title I school; its primary goal is to ensure that all students, particularly those who are low-achieving, demonstrate proficient and advanced levels of achievement on State academic achievement standards.

Schoolwide Flexibility LEAs cannot be asked to: Specifically identify eligible Title I students for targeted Title I services. All students are eligible to participate; Identify individual cost and services as supplemental; Provide services through a particular methodology or instructional setting.

Schoolwide Plan An eligible school/charter operating a schoolwide program must develop a schoolwide plan. Schools that would like to go Schoolwide must develop a Schoolwide program plan during 1 year period unless: The Local Educational Agency (LEA), not the State, determines in consultation with the school, that less time is needed to develop and implement the plan.

Schoolwide “Optional” Strategies Strategies to improve students’ skills outside the academic subject area, Preparation and awareness of opportunities for postsecondary education and the workforce, Schoolwide tiered model to prevent and address problem behavior, Professional Development, Strategies for assisting preschool children with transition from early childhood programs to elementary programs, Dual and concurrent enrollment programs.

How to Start the Process of Becoming Schoolwide Complete and send “Intent to plan form” found in DFP webpage. If the school/charter has less than 40% poverty complete the narrative attached to the intent form. Send “Intent to plan form” electronically to shegraves@pa.gov Access to the School Level Plan takes about 1 week.

Title I Schoolwide Plan The due date for Title I Schoolwide Plans will be September 1, 2018. Priority/Focus schools must have their School Improvement Plans (Title I Schoolwide Plans) submitted by June 30, 2018. For any Priority/Focus school that may be moving from a targeted program to a schoolwide program, the date for submission can be delayed until September 1, 2018, with approval from the Office of Federal Programs. Title I schoolwide plans are housed in the Comprehensive Planning web application. The Title I schoolwide plan will have a new workflow which will include “Checking your plan for issues” and selecting a “Submit” button.

Accessing the Title I Schoolwide Plan Select your school from the overview page.

Completing the Schoolwide Plan Complete each section and subsection of the School Level/School Improvement Plan, including the Title I Components that are integrated into the system. All sections/subsections MUST be completed. The areas circled in red just show the newly integrated Title I pieces.

Action Planning Consider accessing these pages to obtain helpful information. Click “Import” if you wish to select a strategy. Be sure to also describe HOW the LEA expects the strategy will address the Action Plan Goal

Implementation Steps As this is the to-do list, the following are key questions that should be addressed for the implementation of each strategy: Communication - How will strategy be communicated to staff and broader school community? Implementation - How will the strategy be put into place (PD, new process…)? Monitoring - How will implementation be monitored to maintain fidelity? Evaluation - How will the effects of the strategy be evaluated? Timeline - What is the timeline for each of the steps? Be sure your timelines cover your current school year.

Submitting your Title I Schoolwide Plan After all content has been added to your plan and you are ready to submit, visit the “Plan Submission” section and click on “Status and History”. Click on “Check Schoolwide Plan for Issues”. If any issues are present, they will be hyperlinked to take you back to the section that needs revised. Continue to click on “Check Schoolwide Plan for Issues” until all issues are resolved. After all content has been added to your plan and you are ready to submit, visit the “Plan Submission” section and click on “Status and History”. Click on “Check Schoolwide Plan for Issues”. If any issues are present, they will be hyperlinked to take you back to the section that needs revised. Continue to click on “Check Schoolwide Plan for Issues” until all issues are resolved.
