It All Starts with the Student Study Team Department of Special Education Dublin Unified School District

Child Find Student Study Team is key Parent requests for assessment/services Independent Educational Evaluations (IEE) Medical diagnosis and 5150 hospitalizations Notice of Refusal 12/31/2018

Invite the Right People IEP Team MUST include Parent(s) or a representative of parent(s) At least one regular education teacher At least one special education teacher or, if appropriate, a special education provider A representative of the district (Optional) other individuals who have knowledge or special expertise of the student 12/31/2018

Team Member Excusal Must obtain parental consent PRIOR to IEP meeting (send form with meeting notice) May excuse when area of curriculum is not being discussed Or may excuse if written report is provided 12/31/2018

Inviting the Parent District MUST document attempts to arrange a mutually agreed-upon time and place and keep “detailed records of: 1) telephone calls 2) correspondence 3) visits made to the home or office **If parents cannot meet timeline, parent must provide written waiver prior to deadline. 12/31/2018

Pre-IEP Meeting Planning Case manager schedules pre-meeting when scheduling IEP meeting Review team member findings and new information Consider draft goals/objectives Consider proposed placement based on goals 12/31/2018

Legal IEP Meeting Sequence Develop goals and objectives based on identify areas of need Recommend placement and services (based on goals and objectives) Specify anticipated frequency, location and duration of services 12/31/2018

Making the Written Offer The offer must be a “single coherent placement offer,” rather than multiple formal offers from which a parent may choose Offer cannot change once it is made Do not offer services that cannot be provided, offer in ranges or as needed 12/31/2018

Completion of IEP When asked to sign the IEP, parents may: Consent to the entire IEP Refuse to give consent Consent to portions of the IEP 12/31/2018

Completion of IEP What if parent does not consent to any or all of the IEP? Provide parent with copy to consider Attempt to obtain parent signature within one week If full consent is not obtained, case manager must e-mail program specialist, director and IEP team 12/31/2018
