Transporting Hazardous Agricultural Supplies (Approximately 20-30 minute presentation with questions from audience.) Transporting certain farm supplies require producers to develop a Transportation Security Plan (TSP). This federal law that went into effect beginning September 25, 2003.

You may need a Transportation Security Plan… If you transport more than 119 gallons of Diesel, or Gasoline Many of the portable fuel tanks used by producers are over the 119 gallon threshold – a TSP is required. Michigan Water Stewardship Program

You may need a Transportation Security Plan… If you transport more than 1000 pounds of Pesticides Producers that transport large quantities of pesticides need a TSP. Placardable for different products Michigan Water Stewardship Program

You may need a Transportation Security Plan… If you transport more than 1000 pounds of Anhydrous ammonia Because of the hazardous nature of anhydrous, you always need a TSP when transporting more than 1000 pounds. A typical anhydrous tank contains 1000 gallons. All anhydrous tanks need to be placarded. Farmer owned tanks are more likely not to be in compliance. Michigan Water Stewardship Program

Michigan Water Stewardship Program Hazardous materials PAST -- Required placards NOW – Placards and a Transportation Security Plan Placards are diamond-shaped signs that are used to identify shipments of hazardous materials. When transporting over the indicated threshold quantities, placards must be placed on both ends and both sides of trucks that carry hazardous materials. They are coded by color and contain symbols and numbers that designate the hazard class or division of the hazardous material that is being shipped. Placards are available from your suppliers. If a producer is transporting quantities of hazardous materials that require a placard, then they now must also develop and implement a TSP. Michigan Water Stewardship Program

Agricultural Exemption Gross farm receipts less than $500,000 Transportation Farmstead to the field Field to field Field to the farmstead A new federal exemption was issued on December 9, 2005: Farmers are exempt from developing transportation security plans if they generate less than $500,000 annually in gross receipts from the sale of agricultural commodities and products; transport hazardous materials in direct support of their farming operations; and transport hazardous materials by highway or rail within 150-mile radius of their farming operations. Also farmers are exempt if they transport hazardous materials only from the farm to the field, from field to fields or field to the farm. Michigan Groundwater Stewardship Program

Exemption may not apply… Transportation from… Your supplier to the farmstead or field Farmstead or field to town Lunch Pick up supplies Don’t drive the supply truck or trailer to town when running errands or going for lunch. Which truck would be better to take to town for lunch? Silver truck – easiest, but would need TSP. Red truck – unhook from trailer, park in a safe and secure location and no TSP is required. New Federal Dept of Transportation rule Deter terrorism Security risk Stolen materials Hijacked Attacked Limiting producers liability Stolen anhydrous and reporting incidents more common now. Unauthorized access to shipments Locking shipment Monitoring the shipment Securing the shipment to transport vehicle If stop during shipment, check for tampering and illegal activity Report any suspicious incidents Local officials FBI Check your telephone book under the federal government for the nearest FBI office. Use two methods of load security, whenever possible. Locking valves on tanks and securing the tank to the vehicle would be examples.
