Devolution of services – the importance of neighbourhoods Officials sensitive - draft work in progress Devolution of services – the importance of neighbourhoods John Connell June 2016

What will I cover? Want to involve you in discussion about services and communities 3 key points Communities have key role to deliver outstanding public services Deliver better outcomes and at lower cost Public services need to work together Negotiation is 2 way thing All tiers of Local Authorities need to work together and communicate vision 3) Mycommunity.org.uk Get inspired, plan what you will do and discuss with others Set out Opportunities from Devolution Deals Examples of services devolved across country Ask you to think of what you might take back and implement in your area Mycommunity.org.uk and the networking opportunities it offers

Resource – building service delivery plans http://mycommunity.org.uk/resources/redesigning-services-at-the-neighbourhood-level/

Radical systems thinking Diseconomies of scale lead to cost savings and better outcomes Co production services produced in collaboration between provider and citizen/user Economies of scope achieved through the ‘bundling’ of services Radical systems thinking achieved by putting the user at the centre of service delivery Economies of learning achieved through small scale experimentation Economies of density achieved by targeting services Appropriate geographic scale Neighbourhoods Economies of scale

Evaluation- Tools for parish and town councils to monetise their Unique Selling Points Logic Models Fundamentally a logic model is about: 1. Showing what is wrong 2. Explaining the steps that will be taken to correct this 3. Describing the outcome if these steps are successful. It shows The current conditions Programme objectives Intended Outcomes Intended impacts Cost Benefit Analysis (CBA) demonstrates the value of an intervention – when you are still planning it or once you have delivered it. It helps when services are redesigned and costs and benefits accrue to different public bodies as well as to citizens. Many of the Our Place areas conducted CBA. Assessment of 13 exemplars show relatively high returns: an average financial return of 3.4 from 13 exemplars. Average financial return in the employment theme is 4.8, for health 2.3, for ‘all-rounders’ 1.5 and for ‘other’ 5.3. Employment initiatives give the highest financial return - but health gives the highest overall Economic (fiscal, economic and social) return due to high social benefits.

And it’s working… Somers Town Community Association - Camden has created a jobs hub coordinating employment and training for local people. The hub reduces duplication in services and provides tailored support to individuals through language classes, CV writing, IT training or signposting to organisations arranging apprenticeships. This has a financial return ratio of 2.2. Saltdean Lido – Brighton & Hove A community interest company (CIC) was set up to save the lido from private development and to fully restore it. The CIC received £439,800 from DCLG to refurbish the lido and help them become self-sustaining. The lido will help to attract new tourists, as well as boosting the health and wellbeing of local residents. Shrewsbury Town Council deliver their own highways and grounds maintenance and provide a commercial service, with local schools among their clients. As part of the Our Place programme they have developed Team Shrewsbury a multi-disciplinary team tackling crime, antisocial behaviour and quality of life issues.
