Infrastructure Programme MACHC 15 Marine Economic Infrastructure Programme Report MACHC MEIP WG Chair International Partnering (UKHO) I would like to take this opportunity to share with you the progress of a project which the UKHO has been involved with through the last year. This project arose from the 12 Meeting of the MACHC in St Kitts in 2011. An important point to note is that the E stands for Economic. The aim of the project is to make the link between hydrography and its economic benefits. 1/1/2019

Activity 21st Tele- conference held 12th March 2014 Discussions on progress of OECS project and raising levels of understanding regarding MSDI. Tim Lewis asked for volunteers to take over the role as Chairman of the MEIP WG 1/1/2019

EIHC Monaco 5th October 2014 Extraordinary MACHC meeting followed by a MICC meeting Attendees of the MICC meeting from: Brazil, Colombia, Cuba, France, Mexico, Netherlands, UK, US and Hypack I was unable to attend the meeting but was elected as the MEIP WG chairman No other discussions took place about MEIP 1/1/2019

MACHC 15 2 hour open discussion on Wednesday morning I described the inactivity and my disappointment I asked for support Put forward some suggestions Asked for Direction Brazil, Colombia, France, Netherlands, Spain, Suriname, UK and US agreed to provide me with their thoughts on what should be included in the MEIP 1/1/2019

Outcomes MEIP was needed for the region Could be linked to other initiatives but this would mean we had failed We need to work together to make it happen Caris and Esri agreed that they could work together on this project. They have proved the concept can work 1/1/2019

Current position In reality we have not moved forward in the past year We have seen from the OECS project that in the past year data was required. I feel disappointed that the OECS could not access the data they required from the MEIP We have also seen from the NOAA and EOMAP presentations that useful data (AIS, port coverage gaps and imagery) is available 1/1/2019

Spatial Data Infrastructure The MEIP concept is based on the Spatial Data Infrastructure, and the key points to note here are: This allows interoperability and broadens the scope beyond Safety of Navigation (SoN). 1/1/2019

High Level layers identified Base layers Regional Hydrographic Commission layers Economic layers Legislation During the initial sessions at MACHC some high level layers were proposed. The working group has since narrowed these down to the following: Base layers RHC layers Economic layers Legislation 1/1/2019

Sub layers Base Layers Port (Location, Importance, Lloyds List Data?) AIS Tracks (Historical and Current) RHC layers Chart Metadata RHC layers Capacity Building (training received, C-55, etc) Hydrographic Survey Metadata / CATZOC ENC (M_COVR) Metadata Regional Commission limits Economic layers Tourist Data (Cruise Ship Calls, Routes, Small Craft Routes) Met/Oc Data – hurricane prone areas Resource extraction areas Maritime Limits/Areas Legislation Limits/areas Here are some examples of possible sub-layers that the last MACHC identified and the working group further categorised. 1/1/2019

Terms of Reference 1/1/2019

Uncertainties Which data sets are required (endless potential) Do those layers exist? If so, who holds them? How will liaison with other initiatives take place? If the aim is to achieve funding – how do we know where money is available and on what criteria? Uncertainties: Which data sets are required to provide evidence to attract donor funding. Meeting in Washington DC this week. Discovery exercise to find layers needs time and resource to be devoted to it. Are we able to include the layers – copyright / scale / density of data / interoperability with the portal Are layers ready in the format we need – vector / raster and of good provenance? How will liaison with other initiatives take place? How do we tap into funding and make our case. Before we can approach funding for hydrography projects – do we need to source funding and governance for the MEIP? Is there 2 steps to this? 1/1/2019

Challenges We need to move forward We can easily populate the database with a base layer of charted data subject to agreement There are many datasets available that we can access now We can encourage members states to add data for their areas Once started I believe this will grow 1/1/2019
