Intro to Debate Student Congress

Congress Bills or Resolutions are proposed Chose something within your school, community, state that you wish to see changed These are to be Affirmative or Negating

Writing your Bill Write the bill in outline form What Why How Resources listed

Docket and Process The list of Bills to be debated Sponsors will give the launch speech (3 – 5 min) Negation prepared speeches (3 – 5 min) Affirmative/Negation (3min) Questions between rounds

Voting At the conclusion of debates Motion to take a vote 2nd All in favor “I”, opposed “Nay” “Nay” continue debate

Voting Continued “I” voting Raise hands and counting Affirm, Negate, or Abstain Majority passes, not majority fails

Presiding Officer (PO) IN charge of the flow of the debate Keeps time, docket, rulings Elected official (uses the gavel)
