Case Names: The abuse of illegal drugs ought to be treated as a matter of public health, not of criminal justice. 1A: Any evidence that shows a need to remove the handling of illegal drugs from the criminal justice system, OR that the status quo is NOT handling the situation efficiently or appropriately. 2A: Evidence that shows how to implement such a change, AND the benefits that would occur. 1N: Evidence that shows that the status quo is adequate (there is no need for a change. 2N: Evidence that shows that it is not practical to make this change (logistics, money, labor) and that there is more harm than good that will come from such a change
