JPSS PROGRAM PLANS NASA will procure and integrate JPSS for NOAA POES / GOES model NPOESS Preparatory Project (NPP) will be completed as planned Five Sensors (VIIRS, CrIS, ATMS, OMPS, CERES) NPP will use C3S and IDPS developed for NPOESS Launch date is 25 October 2011 JPSS-1 will be NPP Clone SARSAT and A/DCS will likely fly on separate satellite JPSS-1 will use Distributed Receptor Network JPSS-2 and beyond will be competed Microwave imagery data to be provided by GCOM-W

GCOM Mission GCOM consists of two kinds of satellites, GCOM-W and GCOM-C. GCOM-W will contribute to the observations related to global water and energy circulation, which installs AMSR2 (Advanced Microwave Scanning Radiometer 2). GCOM-C will contribute to the surface and atmospheric measurements related to the carbon cycle and radiation budget, which installs SGLI (Second Generation Global Imager). GCOM is a long-term mission (more than 10 years). Three consecutive generations of satellites with one year overlap in orbit enables over 13 years observation in total.

JAXA Data Policy for AMSR2 Data NOAA-JAXA GCOM W1 Discussion Text is nearly agreed JAXA data policy prohibits commercial use of GCOM W1 data JAXA requires prior consent for distribution of AMSR2 data to third parties --Requirement from copyright perspective and because for JAXA GCOM W1 is a research mission Any publication of processed data or products and utilization outcomes must be accompanied by the credit title of JAXA

JAXA Data Policy for AMSR2 Data Con’t Data will be used only for peaceful purposes. -- Text accepted by NOAA with clarification that peaceful purposes is understood in accordance with U.S. National Space Policy, which states: All nations have the right to explore and use space for peaceful purposes, and for the benefit of all humanity, in accordance with international law. Consistent with this principle, “peaceful purposes” allows for space to be used for national and homeland security activities.

DWSS PROGRAM PLANS Acquisition managed by the Defense Weather Systems Directorate/Air Force Space and Missile Systems Center (SMC) Northrop Grumman Aerospace Systems (NGAS) – spacecraft builder and primary system integrator DWSS Spacecraft and Sensors 2 Downsized NPOESS spacecraft busses – 2600 kg vs. 4400 kg 3 sensors per spacecraft Visible Infrared Imager Radiometer Suite (VIIRS) – Raytheon El Segundo Microwave Imager Sounder (MIS) - Naval Research Laboratory Space Environment Monitor – JHU/APL Common Ground System shared with JPSS 37 EDRS to be generated Defense Acquisition Board to meet on 16 March for Materiel Development Decision (MDD)

MIS Status AF SMC evaluated two MIS Options. MIS design is based of WindSat. Option 1 (M23) – Maintains SSMIS legacy capability Option 2 (M43) - Additional channels provide soil moisture, improved snow depth, sea surface temperature, sea surface wind speed and direction. 6 GHZ RFI mitigated by 4 subbands. Option 2 preferred by the Army and Navy DAB decision on 16 March Soil Moisture Working Group conducted several exercises to quantify value of MIS soil moisture to the Army mission.
