Centres of Excellence ESS Vision 2020 Centres of Excellence will provide the institutional framework through which the results (e.g. methods, tools and good practices) are distributed and maintained across the ESS. Centres of Excellence as a form of collaboration refers to a team of persons or an entity that provides methodological expertise, support on IT solutions, best practices and/or training in a focused area. The guiding principle should be to establish centres based on networks of National Statistical Institutes (NSIs) collaborating with each other to pursue excellence, in a particular area for the benefit of the whole ESS

CoEs CoE usually follows an ESSnet and is responsible for making the results of former projects available to the entire ESS CoEs can also promote the use of any new methodological and technical developments for statistics which are defined by the entire statistical lifecycle defined by the Generic Statistical Business Process Model (GSBPM) CoEs are of utmost strategic importance for the development of the ESS and all partners within the ESS should benefit from the activities of the CoEs

CoEs vs. ESSnets ESSnets and CoEs have to be aligned with the implementation of the ESS Vision 2020 or target the implementation of modernisation activities No distinction between ESSnets and Centres of Excellence in nature of the agreements instruments that are used – both financed by means of grants involving several partners in the ESS Duration – up to 4 years

CoEs and ESSnets ESSnets focus on development and innovation development of a new classification, of new methodology or a new tool, or the compilation of methodological handbooks Centres of Excellence are geared towards facilitating the implementation of development results throughout the ESS

CoEs and HR Recognition that the expertise and know-how in a specific dedicated area is not widespread in the ESS but rather concentrated CoEs provide to the entire ESS know-how and expertise in fields that are of a general interest to all the ESS actors Experts = staff Pool of knowledge

Centres of excellence and training Keeping methodological knowledge within the ESS up-to-date Best practice and training courses Community building within the ESS
