Started as a Project with specific time span (five years) Converted to a Regular on-going Programme with distinct phases Phase I (1998-2002) Phase II (2002-2007) Phase III(2008-2012) Activities to be performed in each Phases is spelled out in the Programme Document for that Phase. To assign due priority to each of the Programme objectives and associated activities depending on the needs of Majority of Member States, if such Activities are to be implemented at different rates of pace.
