Training Standards, Newcomers and Trades Identity Internationally Trained Tradespeople (ITTs) often experience difficultly finding work in their trade area. Their difficulties may result from differences in the scope of the trade between Canada and their country of origin.

Training Standards, Newcomers and Trades Identity cont. ITTs may also experience difficulty finding or retaining employment in the trades, commensurate with their level of skills and training, due to gaps in technical skills and/or knowledge.

Training Standards, Newcomers and Trades Identity cont. One way to address these gaps is to provide them with access to the training standards for their trade.

Where it All Begins All in-school technical training and test development begin with the National Occupational Analysis (NOA) or the Red Seal Occupational Standard (RSOS).

NOA / RSOS The Red Seal model has historically been based on the development of a National Occupational Analyses (NOA) that support the development of multiple-choice examinations, in-school technical and on-the-job training. A new Red Seal Occupational Standard (RSOS) was introduced in 2015 and is replacing the NOA.

NOA / RSOS cont. The new Red Seal Occupational Standards support greater consistency in learning resources (both in-class and on-the-job training); provide tools and supports for assessment; and allow for increased industry involvement in standards development. The new model places increased emphasis on apprenticeship training and skills assessment with industry-defined learning objectives, outcomes and performance criteria.

NOA / RSOS cont. It takes time for Red Seal Occupational Standards to be developed. NOAs will continue to be used as the occupational standard for trades that have not currently developed an RSOS.

Apprenticeship Manitoba’s Role Apprenticeship Manitoba is the regulatory body that oversees, develops, monitors and coordinates with industry, the training and certification standards for apprenticeship training programs in over 50 designated trades and occupations.

Apprenticeship Manitoba’s Role Apprenticeship develops, revises and secures industry approval for apprenticeship training standards, level tests, examinations and Provincial Occupational Analysis (POA) for designated trades and occupations and oversees Manitoba’s contribution to inter-provincial program guides, examinations and National Occupational Analysis (NOA).

Manitoba Trades Understanding Compulsory Trades Trades are classified as either compulsory or voluntary. When a trade is deemed compulsory it requires you to be registered as an apprentice or you must already be a certified journeyperson in order to work in the trade in Manitoba.

Manitoba Trades Types of Trades--Provincial Provincial trades are those that are designated in Manitoba but are not Interprovincial Red Seal trades. The standards for provincial trades are based on a Provincial Occupational Analysis, which is developed within Manitoba in consultation with industry stakeholders.

Manitoba Trades Types of Trades—Interprovincial (Red-Seal) An interprovincial trade is also known as a Red-Seal trade. The Red-Seal endorsement indicates that the holder has met the national standards in the trade, and this certification is recognized throughout Canada without the need for further examination.
