Indicators for career systems 17 indicators – 26 Member States answered; but in some cases no clear YES/NO possible – special provisions, exceptions ... 12 indicators respectively in 1997 and 2001, applied to the then Member States – allows for a longitudinal comparison Trends: what has changed over the past 10 years?

Items particularly difficult to answer No recognition of experiences outside public administration Promotion to the next career step following positive assessment Existence of life-time tenure Entrance into service only on the lowest level Minimum educational requirements for specific careers
