Background SC noted TPFF recommendation in May 2011 SC reviewed draft ISPM and returned it to steward for redrafting in April 2012 Steward revised draft in consultation with TPFF and submitted it in December 2012 SC revised draft and approved it for member consultation in May 2013

General Considerations (1) ISPMs No. 26, 30 and 35 provide information on establishing pest free areas (PFAs), areas of low pest prevalence (ALPPs) and Systems Approaches for fruit flies. This annex provides additional guidance on phytosanitary procedures required to suppress, contain, eradicate and exclude fruit fly populations. The annex, while part of ISPM 26, is applicable for all fruit fly standards.

General Considerations (2) Objectives of the four fruit fly management strategies (suppression, containment, eradication and exclusion) are described. Procedures include mechanical, cultural, chemical, baits, biological and sterile insect methods of control. The different procedures are described with specific emphasizes on application methods.

Drafting Issues (1) Title changed to “Phytosanitary Procedures for Fruit Fly (Tephritidae) Management” – to make the annex more broader. Exclusion strategy was added to emphasize its importance in fruit fly management. Throughout the drafting the issue of standard vs. annex vs. appendix has been thoroughly discussed. Current text is for an annex to ISPM 26.

Drafting Issues (2) A previous draft had an annex and an appendix to the annex. The appendix was deemed too detailed and was removed. Parts of the appendix thereof were incorporated into the current text of the annex.

Other relevant information After the adoption of all draft ISPMs on fruit flies (projected by 2015) the TPFF will submit a proposal of reorganization of the fruit fly ISPMs and the placement of this annex may be changed.
