The mission of the Department of Business and Neighborhood Services (BNS) is to improve the quality of life in the City of Indianapolis and protect the welfare of persons and animals.

Agency Overview Animal Care Services Animal adoptions, fostering, and rescue operations; Inspection & enforcement of animal welfare laws, codes, & ordinances Construction and Business Services Licensing and inspections of businesses, trades, activities, and events; Permitting, plan review, & inspection of sites, structures, & infrastructure Property and Land Use Services Inspection & enforcement of zoning, land use, environment, & blight; Multi-agency coordination of neighborhood sweeps & legal action

Achievements Animal Care Services In order to reduce our euthanasia rates Increase the # of Adoptions Increase the # of animals in foster homes Improve our live release rate. To be proactive, partner with others, and provide resources to people and animals in need. Community Cats

Achievements Construction & Business Services Partner with Develop Indy Ombudsman Study permitting process Create a proactive enforcement pilot program to address construction without permits and unlicensed contractors. Continue to increase online availability and utilization of permits and other services. Permits issued: 35,407, a 7.74% increase from 2016 Building inspection rate: 86%

Animal Care Services Goals Improve overall operations; stabilize and increase staffing and volunteerism Modernization Fundraising feasibility study underway Improve average response time on runs Continue to increase adoption rate; decrease euthanasia numbers Decrease average length of stay for animals at our facility

BNS Goals Construction & Business Services Complete holistic review and assessment of our current permitting process and procedures. Implement the recommendations. Continue to improve our online permitting process. Upgrade our case management system Create long-term, sustainable enforcement program

BNS Goals Property & Land Use Services Partner with Renew & DMD: Remediate environmental issues and eliminate blight. Partner with development partners: re-investment and economic development. Data-driven with input from residents, neighborhood groups and community development corporations on neighborhood priorities.
