Ch-ch-ch-ch-changes… “Change is the only constant” —Heraclitus (500 BCE) TQM: “TRADITION prevents many business processes from being changed to meet customer needs.” Rules, policies made back in the day The motorcycle safety landscape has changed States/programs may find themselves with outdated and overly restrictive rules

South Dakota’s Experience Found it necessary in 2001 to update rules and regulations to allow for switch from MRC:RSS to BRC, ERC, etc. Also required change to allow the H-D Rider’s Edge Program now H-D Riding Academy 2013 change allowed “Director of Office of Highway Safety approved curriculum”
Texas’ Experience Mandatory training since 2009 Road test waived for persons over 18 Historically—The BRC, HD Riding Academy Future—add approved intermediate course
Virginia’s Experience Why we had to Change from Rules and Regulations to Virginia Law Accepting Motorcycle Course for license waiver (skills and knowledge) Working with Military challenges and concerns Other training courses that we accept/approve. What is the procedure?

What advice would you give to a state coordinator who needs to modernize rules, policies, or laws? How is the change going to help motorcycle safety or rider training in your state?
