-County library system provides library service for all 4 libraries -Minimum Service Levels have never been defined -Currently there is no policy for increasing or reducing library service levels Library Service Definitions 3

Bay Area Economics (BAE) Library Bay Area Economics (BAE) BOS passed a professional service agreement with BAE on October 28,2008 a) Conduct fiscal analysis study b) Provide Library with cost allocation program Library Service Definitions 4

Each category defines the following: Library NCCL needed to create a policy that identified the minimum hours of service for each definition. The library service definitions are the foundation for the fiscal analysis Each category defines the following: *Service Population *Circ per service capita *Minimum hours opened per week Library Service Definitions 5

Library Service Definitions Divided into 4 categories -Station -Neighborhood -Branch -Central Library Library Service Definitions 6

Circulation per service capita: 4 Minimum hours opened per week 10-15 Library Station Service Population: 3,000-6,000 Circulation per service capita: 4 Minimum hours opened per week 10-15 Currently: Yountville Library Service Definitions 7

Circulation per service capita: 5 Minimum hours opened per week: 16-20 Library Neighborhood Service Population: 6,001-40,000 Circulation per service capita: 5 Minimum hours opened per week: 16-20 Currently: American Canyon and Calistoga Library Service Definitions 8

Circulation per service capita: 6 Minimum hours open per week: 21-30 Library Branch Service Population: 40,001-75,000 Circulation per service capita: 6 Minimum hours open per week: 21-30 Currently: N/A Library Service Definitions 9

No minimum data standards Library Central Library No minimum data standards Serves as a resource library for all County residents and must be centrally located for all county users. Serves as the headquarters for the county library system. Minimum hours opened per week: 50-55 Library Service Definitions 10

Library The combination of the library service definitions along with the fiscal analysis will give NCCL a clear and transparent view of the minimum and overall service levels, as well as the financial implications of any increase or decrease in overall service. Library Service Definitions 11
