Presentation on National Evaluation Policy and Political Participation for Policy Intervention in Nepal: 23-27 July, 2013

National Evaluation Policy in Nepal National Planning Commission of Nepal has issued 'Monitoring and Evaluation Guidelines‘ pursuant to Section 27 of National Planning Commission Formation Order, 2009 by consolidating various frameworks experimented in the past.

Why Evaluation Policies? The Nepali Monitoring and Evaluation Guidelines 2013 aim at: ensuring responsibility and accountability among the key constituents engaged in service delivery; enabling estimation and measurement of direct and indirect effects/impacts of development interventions on the lives of people; helping ensure results from the development investments; and improving effectiveness and result-orientation in future policies and programs by obtaining feedback from the past experiences

Evolution of Monitoring & Evaluation in Nepal First Stage: Weightage System systematic efforts on implementation evaluation of development projects were initiated only in the Fifth Plan or fiscal year 1975/76 Second Stage: New Monitoring and Evaluation System In Eighth Plan (1992-1997) that efforts were made to strengthen monitoring and evaluation as a system. The new system was introduced with an objective to achieve desired/expected outcomes

Contd… Third Stage: Result Based Monitoring and Evaluation Policy and result matrices were developed for the monitoring and evaluation of policies and programs set down by the Tenth Plan (2002-2007) and Three Year Interim Plan (2007-2010). Itroductio of Poverty Monitoring and Analysis System (PMAS). National Vigilance Centre was set out. Office of Comptroller General introduced Public Expenditure Tracking System (PETS) so as to analyze the status of public service delivery and to track down the time spent in reaching out the people. National Planning Commission developed the system of acquiring feedback to inform development policies, plans, programs/projects by conducting impact evaluation of programs and projects.

Institutional Structure of Monitoring and Evaluation The Constitution of Nepal and a number of other legislations have entrusted monitoring and evaluation functions to a number of central level organizations including Legislative Parliament, National Development Council, National Planning Commission, Office of Prime Minister and Council of Ministers and Ministry of Finance. Apart from that Office of the Auditor General, Financial Comptroller General Office (FCGO)

Social Welfare Councils Public Procurement Monitoring Office monitors the trading activities of government, publics and organizations In addition, provisions have been made to systematize monitoring and evaluation system and conduct regular monitoring of development interventions at various levels. Roles of MPs/Political Parties/Politics advocating in and out of parliament regarding bilateral and multilateral treaties and agreements make a lobby group of likeminded MPs in the parliament should start a discussion in every parliamentary party to pressurize the government MP can submit the parliament adjourn proposal for revisiting the evaluation process MP can submit the attention proposal in parliament for concern ministry MP can submit the Sankalpa proposal in parliament to attract the national attention

Way Forward Strengthening South Asian Parliamentarian Forum Formation of Evaluation Group in Parliament in respective countries Evaluation Unit in Every political parties in South Asian Countries Facilitating for addressing Evaluation Policy in election manifesto by every political parties Donor Community coordination for strengthening the evaluation development process through knowledge sharing. Resource mobilization for Evaluation Development in Local Government Working closely with Evaluation Networks to create enabling environment for promoting evaluation Encouraging donors, UN agencies, government , I/NGOs and civil societies to prepare plan for Management Response to Evaluation and follow up the implementation of the plan Supporting capacity building initiatives for quality evaluation at country and regional level Working proactively for making the International Years of Evaluation 2015 success
