Agenda Overview of Legislative Report Overview of the Gaps Analysis Survey Overview of Community Services Input Process

Legal Authority 2012 Minnesota Statute Section 144A, Article 351. The commissioners of health and human services, with the cooperation of counties… shall prepare a report to the legislature by August 15, 2013, and biennially thereafter, regarding the status of the full range of long-term care services and supports for the elderly and children and adults with disabilities and mental illnesses in Minnesota. Expanded from the version that Aging and Adult Services have done since 2001. Added program areas and expanded who needs to be included in the analysis. Therefore the next report will be due in 2015.

Legislative Report The report shall address: Demographics and need for LTSS in Minnesota Current status of LTSS system Summary of county and regional reports on LTSS gaps

Gaps Analysis Methodology Sent to all Minnesota counties Populations State and county level reports by population Focus on waivers and home care in disability services

Gaps Analysis Results Home and community-based services: status, improvements and self-direction Cultural competency, housing capacity and employment Nursing home specialty beds/services and transition For Aging and Disability surveys

Gaps Analysis Results Children’s Mental Health Adult Mental Health

Community Services Input Methodology DHS contracted with The Improve Group Three input methods: 18 focus groups across the state; interviews with key stakeholders and website to collect additional feedback

Community Services Input Results Who needs long-term services and supports? What is the status of supports that are available and to what degree are services aligned with needs? What can be done to best meet the goals of ensuring access, quality and choice while promoting cost-effective options?

Looking Forward Gaps Analysis County and State Reports will be completed by July 1 Community Services Input Report will be completed by July 1 Both will feed into the Balancing Long-Term Services and Supports Report to the Legislature, due August 15
