tNN THE REGISTRIES NEIGHBORHOODS need to COMMUNICATE Communication with adjacent neighborhoods is easy. However, to build consensus within a large election district, we need to collaborate and poll over much larger collections of neighborhoods. For this we need Registries to list those neighborhoods. The Registries are where neighborhoods identify, or pick and choose, those other neighborhoods. 2

tNN THE REGISTRIES A REGISTRY for each ELECTION DISTRICT Since issue-solution pairs developed by NUs are ultimately delivered to elected representatives, lists of NUs corresponding to each election district are needed. Thus, each NU will be in many Registries: those for city council member, mayor, county commissioner, state representative, state senator, state governor, US representative, US senator, and US President. 3

tNN THE REGISTRIES SPECIFICALLY, WHAT ARE THEY? Each Registry is a list of the neighborhood units (NUs) in an election district. Each item in the list gives contact and identifying information on a NU. Registries also contain some additional information specific to, and pertinent to, the district. Some NUs volunteer to take on the Registry function. There can be more than one Registry for an election district. Redundancy is OK. SPECIFICALLY, WHAT ARE THEY? 4

tNN THE REGISTRIES Specifically, What are they USED FOR? To identify the set of NUs to which Information Dispatches (IDs) are to be broadcast. To select a small subset of NUs, at random, in an election district, for collaboration purposes. To verify, statistically, whether the NUs in an election district highly agree with an issue-solution. To serve as an information desk, or posting board, for activity in the election district. 5

tNN THE REGISTRIES Each LIST ITEM in the REGISTRY CONTAINS: The name of the NU. Its web-site address (its URL). Its location, both map description and GPS coords. Telephone number & email of a person in the NU to contact. Various email addresses of the NU: for use in collaboration, polling, sending IDs, etc. The index of the NU in the Registry. 6

tNN THE REGISTRIES Why for EVERY ELECTION DISTRICT? Actionable, resolvable issues associate with election districts. People within those districts must, somehow, collab- orate to characterize the problem and determine a solution acceptable to the vast majority in that district. A small, randomly selected subset of the district’s neighborhoods can so collaborate to find their ‘common ground’ on the topic. That subsets' characterization and their solution should resonate with the entire district because the random subset should be highly representative of the district. 7

tNN THE REGISTRIES What do POSTING BOARDS CONTAIN? Issues currently being investigated in the district. Outstanding Mandates that have been issued to officials but not yet acted upon. Help Requests, for expertise needed by work groups.. Representative reports to the people in the district. District news. 8

tNN THE REGISTRIES INFORMATION about the REGISTRY itself The registry name. Its URL (internet identifier). A map of the district. Title of the representative, the government position. The duties and powers of the representative. The number of NUs listed in the Registry. Web-site, email, and USPO of the representative. 9

tNN THE REGISTRIES RANDOM COLLABORATION WITH NEIGHBORHOODS Collaboration with all the neighborhoods is not possible. It’s not necessary. If a small number of neighborhoods (say 6 to 12) is chosen at random, probably all viewpoints and biases will be represented. If agreement on an issue and its solution is possible, then that view of the issue and its evident solution likely becomes part of our common ground. If agreement is not possible, the issue is NOT part of our common ground. Action is not and should not be possible. 10

tNN THE REGISTRIES CROSS-CHECKING One of our great strengths is the huge number of us. We don’t have to rely on or trust any single source of information. For virtually everything we do, we can set redun- dant teams (work groups or task forces) into action. We can also set validation task forces into operation – checking on the thoroughness of work done by others, and validating their results. This notion applies to the registries – ensuring that we have accurate information on the NUs. 11
