Future shape of older people’s service in Norfolk - VCSE perspective and role

What does the future look like? 1908 - first state pension Much of the 20th Century rise of the public services Prior to this all ‘welfare’ delivered by VCSE Not to advocate a return but…. …a different balance?

Your Local Sector

Your Local Sector

Your Local Sector

Why these services particularly matter Demand Push Pathway commissioners services Public/private/VCSE Pulled Middle VCSE No-pathway acute/wrap around/prevention Community led services/community resilience Long-term/primary prevention Resource Levels

Local Government dis-invested more?

Why these services particularly matter A prevention focused approach is the right strategy given Needs & preferences of people Financial climate But it puts pressure on the most vulnerable in the sector to do more

What is in it for us? Pragmatic Practical The VCSE is there to deliver its own goals not those of the public sector The VCSE needs to be aware of being dumped on No cross-subsidization without co-investment Practical The VCSE is there to support people People are best supported by a co-ordinated, holistic approach We have a set of problems which includes the financial climate and we are better off solving them together

Pulled Middle – Strategy Swim-up – Be commissioned, shrinking pot and lower capacity to succeed Diversify – Huge capacity and pipeline implication Swim-down – Transition to community level approach challenging in terms of operational model Collaborate – Be bigger…. together

Merger Programme project funding Consortium Contract Integrated teams Operational Integration Co-location Common referral system Resource Integration Silo working Weak partnership working Strong partnership working

Operationally Collaboration models that deliver Co-ordinated & Integrated approach Improved service awareness and consent based signposting Clear step-up and step-down Locally tailored but with consistency of service

Strategically Strategic shift Prevention and community led solutions Public Sector as a non-commissioner or co-commissioner Collective (within sector & between sectors) Co-produced “no decision about me without me” Voice of community orgs (not interested in engaging often) & pulled middle (capacity and coherence challenge)

What are we doing? Sector Led Plan Systems Leadership Group Evidence & Actions Systems Leadership Group Upstream Dialogue /Re-imagining Norfolk Supporting operational collaboration
