Common Core of Data (CCD) A brief overview

CCD Background Non-Fiscal and Fiscal Components CCD Non-Fiscal data collected through EDFacts Comprehensive, annual, national statistical database Official list of public schools and districts State, district, and school-level data files Data used by ED, researchers, and the public CCD Non-Fiscal part of EDFacts collection since SY 2005-06 Data collected through EDFacts since SY 2008-09 Most data revisions made through ESS resubmissions Census has been responsible for state follow-up in past years. Has now transitioned to the National Center for Education Statistics CCD data files released by NCES (www.nces.ed.gov/ccd)

NCES Uses of EDFacts/CCD Data

Sample Surveys Division What We Do Division specializes in data collections based on samples of an eligible population. Designs, executes, and manages: Study content Study sample design Study data collection instrumentation & procedures Study data collection Study result dissemination including reports & data Sample Surveys Division is part of NCES

Sample Surveys Division How Work is Done Meet with research community and policy offices Review data needs and changing research questions Determine if participants can answer questions Work closely with Census Bureau and contractors Provide design support Collect the data Support to disseminate the data

Longitudinal Surveys Branch Includes studies that follow cohorts of: Newborns Kindergartners Middle grade students High school students College students College graduates Longitudinal Surveys branch is part of the Sample Surveys Division

Cross-Sectional Surveys Branch Includes the following studies and others: Schools and Staffing/National Teacher and Principal Surveys School Survey of Crime and Safety/School Crime Supplement Fast Response Surveys of teachers, schools, and school systems National Household Education Surveys about preschool and K-12 education School Climate in K-12 schools Cross-Sectional Surveys branch is part of the Sample Surveys Division

Relying on CCD/EDFacts NCES heavily relies on the CCD/EDFacts data for: Sample frames for the K-12 teacher-, staff-, and school-collections, and for most longitudinal studies Extensive sets of school- and system-characteristics school type, enrollment levels, numbers/percent of students with a range of different characteristics, staffing levels

More uses of Data Geographic data from CCD/EDFacts are used to link to information from sources such as the American Community Survey Plans to replace additional components of survey collections with administrative data CCD/EDFacts Civil Rights Data Collection (CRDC) CCD data files receive most mileage of EDFacts files. Condition of Education, US News and World Reports

CCD Future Vision Modernization: Approach More nimble file releases and re-releases Approach Flag data that is of concern but not revised Edit check process with states immediately after file submission deadlines File releases within 6 months of submission

CCD School file reports: Data Group Name Shared Time Status An indication that a school offers vocational/technical education or other educational services in which some or all students are enrolled at a separate school of record and attend the shared-time school on a part-time basis. Title I School Status An indication that a school is designated under state and federal regulations as being eligible for participation in programs authorized by Title I of ESEA, as amended, and whether it has a Title I program. Magnet Status An indication of whether the school is a magnet school or has a magnet program within the school. NSLP Status An indication of the participation by a school in the National School Lunch Program (NSLP).

OIG Audit Findings The Department could ensure more accurate and reliable data by promoting better SEA controls over data quality.

Recommendation from the OIG Report Review how management certifications are used across all programs in the Department Review how monitoring protocols … ensure that they contain steps to assess how well SEA or LEA procedures are working to provide accurate data Develop a formal tracking procedure for SEA data issues Require all principal offices to follow up on known data errors Revise the Compliance Supplement This is a heads up, FYI, that USED will be following up with states to determine how well they are doing with these recommendations, especially around CCD data.
