GNWT UPDATES to NATA April 25, 2018

Department of Infrastructure In April 2017, DOT and PWS amalgamated to form Department of Infrastructure Planning, design, construction, acquisition, operation and maintenance of public buildings and transportation infrastructure and systems under one entity Airports functions organized under SME’s: regulatory oversight, planning, design and technical services, project delivery, commercial development, airport management Many same players, differently organized Additional players providing additional expertise Progress this past year

Aircraft Group Numbers (AGN’s) AGN’s established for all 20 Certified Airports All Airport Operations Manuals (AOMs) reissued and have been approved by Transport Canada AGNs sent to NAV CANADA for publication in the Canada Flight Supplement AGNs are included in the Airport Operations Manual. We continue to work with Transport Canada on how the publications address any grandfathering so the message gets to the air carriers

Airport Live Emergency Exercises 6 sites completed exercises in 2017 8 sites scheduled for 2018 Staff also deliver two days of training prior to exercise. Opportunities continue to exist for A/C participation 5 certified (Lutselke, Wekweeti, Aklavik, Fort Good Hope and Hay River) 3 registered (Fort Resolution, Jean Marie and Sambaa K'e) Certified airports are on a 4 year cycle while the registered sites are optional Staff deliver training for Triage, Packaging and Transportation of casualties to the health centers.

SMS Audits Quality Assurance Audits completed at 7 sites in 2017 with 6 sites scheduled for 2018 3rd party System Audit has been completed on entire SMS Program Sites are on a 3 year cycle 2017 audits completed in Norman Wells, Colville Lake, Fort Good Hope, Deline , Tulita, Hay River and Fort Simpson. 2018 audit scheduled for Yellowknife, Fort Smith, Whati, Lutselke, Wekweeti and Gameti 3rd party system audit of program is also required every 3 years.

Pavement Management System In 2018 GNWT will complete their inventory of CBR values for all gravel airports Starting the cycle again with collecting updated CBR values for Deh Cho region, possible Sahtu region as well Site condition assessments performed alongside CBR testing Under Design and Technical Services In conjunction with this granular runways undergo in depth inspection

Pavement Management System Pavement Condition Index (PCI) inspections on a three year cycle, two paved airports per year Annual site condition assessments and settlement monitoring for each paved airport As a result of climate change/changing drainage patterns, increased surveillance of Paved surfaces being undertaken 3 year cycle with increased response to surface changes generally from condition reports from maintenance activities

Obstacle Limitation Surface (OLS) Utilizing UAVs for OLS surveys North Slave scheduled for 2018 Brushing needs identified from 2017 surveys Data available to NAVCAN if required Versitility of UAVs Data available to NATA for approach design

Infrastructure Spending Similar to the rest of Canada the GNWT is challenged to replace / maintain aging infrastructure across the North Replace an aging mobile equipment fleet Implement Climate change adaptations / mitigations Regulatory Changes - finding synergies i.e. TP312 4th ed. vs 5th ed. Understanding our needs and being fiscally responsible – runway width discussion & master planning This slide is meant to inform the audience of our rationalization for infrastructure spending. I’m not sure if I conveyed the spending implications of TP312 changes correctly. I like the last point especially if you want to expand on our on-going discussions and planning; as we have to be fiscally responsible with smaller funding pots so maybe we have to go through a bit of a reality check on our sites.

McPherson Inuvik ATB Replacement Design Build RFP Inuvik Cold Storage Building Hay River ATB Siding Replacement Hay River Master Plan Fort Smith Master Plan We have planned a few drainage studies in relation to climate change as we are looking for solutions to adapt to these effects and implement mitigation measures to protect our assets (runways/taxiways)
