CG in a Nutshell Origins back to 1790 Department of Homeland Security ~38K Active Duty ~7K Reserves ~8K Civil Service ~35K Auxiliary (volunteers) Cutters Aircraft – fixed and rotary Patrol Craft 2 ‘Area’ Commanders (Lant/Pac) 9 ‘District’ Commanders Very Diverse Mission Set – most units multi-mission capable Military, Regulatory, Maritime Border Protection, Law Enforcement, PWCS, Response Significant CG Operational Presence in SWA today

Historical Perspective Post-Khobar, Pre-9/11 - CG adopted DoD AT Policy 5 level FPCON Assumes tactical warning ‘one size fits all’ Manpower/resource intensive Accepts operational degradation in favor of ‘security’ Not designed with domestic execution in mind Elaborate oversight mechanisms 9/11 – Became clear policy inappropriate for Coast Guard Mission execution #1 priority Public outreach, visibility and accessibility integral to CG mission CG can’t/won’t ‘hunker down’ in garrison A CG Motto; “You have to go out – you don’t have to come back”

Align CG AT Policy w/CG Reality How? Manage Risks Sort units/facilities (if one size doesn’t fit all – which ‘size’ is which?) 3 ‘Tier’ structure (ALPHA, BRAVO, CHARLIE) By mission criticality (consequence of loss/degradation) By mass casualty potential By capability ‘replace-ability’ Devise Realistic/Affordable AT Standards and Measures Tailored to ‘Tiers’ Aimed at ‘credible deterrence’ vice ‘seamless perfection’ Leverage status quo resources/personnel One example; Go Armed in Garrison Standardize security equipment/contracts Rationally apportion resources Rationally apportion effort
