Roadway Focus Group Established August 17, 2017 The city of Fountain Colorado, like many cities across the nation, has experienced ongoing challenges with balancing roadway infrastructure and maintenance needs with sufficient funding mechanisms, and project prioritization. The Fountain Roadway Focus Group was created to discuss these challenges and to brainstorm ideas to help the city bridge these gaps and to recommend solutions.

An ongoing, comprehensive, maintenance plan saves roads & money According to the American Association of State Highway and Transportation Officials, every $1 spent to keep a road in good condition avoids $6-$14 needed later to rebuild the same road once it has deteriorated significantly”(Smart Growth America, 2011, p. 5). In Colorado Springs and Pueblo citizen surveys have shown Streets conditions are a top priority for residents Our complaint line would confirm the same for Fountain Out of 67 Local Agencies surveyed in Colorado in 2017 by the Colorado Asphalt Pavement Association, Fountain ranked number 64 in regards to funding for street repairs/paving per lane mile. The road maintenance budget has been more than doubled from $45,000 to $100,000 The street resurfacing budget is $400,000 and is funded by a portion of the Moving Fountain Forward Transportation Sales Tax …

Moving Fountain Forward Transportation Sales Tax The Moving Fountain Forward Transportation Tax is a ten year .75 percent sales tax increase passed in 2008; .35% of this tax is scheduled to sunset in 2019. The .75% sales tax is divided into three categories including: .35% towards capital improvement projects (no bonding or borrowing allowed) .25% towards the transit system (does not expire in 2019) .15% towards street resurfacing (does not expire in 2019) https://www.canstockphoto.com

The resurfacing portion is capped at $400,000 per year and along with the transit portion does not expire. While $400,000 per year towards resurfacing is extremely helpful to the streets department, it falls short of covering the actual needs of the city.
