March 2016 Introduction The discussion topic is “What is a winning regulatory strategy for holding and gaining spectrum for IEEE 802 standards, avoiding the exclusion from access to appropriate spectrum by ITU-R designations for IMT-2020 spectrum?” Rich Kennedy, HP Enterprise

March 2016 RR-TAG Planning How do we improve our interactions with Regulators? FCC, CITEL, CEPT, APT, ATU, ASMG, RCC How do we improve our interactions with ITU-R? We cannot do this alone; we must find common ground to work with others with similar issues We need a simple, clear and concise message Regulators want to find ways to more effectively utilize the spectrum; can we point out some of the basic errors in their data, such as outdated and inaccurate propagation models, clutter calculations, busy time, etc, and propose ways to restudy and update Other IEEE groups may have the similar band sharing issues with inaccurate propagation and building penetration models, e.g. ITU-R Recommendations P.452, P.528, P.619 Create a formal position on mmWave spectrum Rich Kennedy, HP Enterprise

Notes March 2016 Start with a spectrum strategy Lobbying strategies Involve IEEE staff – identify other groups with similar interests Spectrum needs based on current and future expected demand Usage profiles Band by band By different standards (11, 15, 22) Develop a simple, clear and concise message Lobbying strategies Look for collaborations within IEEE and outside Groups and bodies with similar needs and/or concerns All 802 wireless standards Wi-Fi Alliance, Dynamic Spectrum Alliance, White Spaces Alliance, WiFiForward, Bluetooth SIG, WiSUN, TIA, SAE, JASPAR, ETSI Engagements with regulatory bodies Responses to proceedings Face-to-face meetings Rich Kennedy, HP Enterprise

Notes [2] Begin engagement with the regulators’ processes March 2016 Notes [2] Begin engagement with the regulators’ processes Varies with regulatory bodies Evaluate the spectrum opportunities Analysis of potential sharing mechanisms Propose a plan to enable sharing with incumbents 80% of life is showing up Demonstrate our value proposition Engage in the ITU-R process Target the relevant questions and resolutions, and ITU-R agenda items RLAN for 802.11, a.k.a. Nomadic http://www.itu.int/en/publications/ITU-R/pages/publications.aspx?parent=R-QUE-SG05&r_que_group=WP5A Re-engage with regulators to adopt ITU-R Recommendations Rich Kennedy, HP Enterprise
