Oil and Gas Sector E&P Reporting Protocol For Western Regional Air Partnership May 4, 2009 Presented by: Science Applications International Corporation and Environ International Corporation

Methodology Discussion: Combustion Sources Methodologies outlined in Task 2 report include measurement and emissions factor-based methods Methodologies used in the development of the screening-level inventories were described in further detail Reporting regulations developed by WCI member states/provinces may select alternative methodologies to those used in the screening-level inventories Goal of this discussion is to gather comments on differences between methodologies from all TWG participants Comments would be included in the Task 2 report Comments assist state/province reporting regulation development process

Methodology Discussion: Combustion Sources Shortened list of several significant combustion source categories are presented below for discussion of methodologies: Wellhead/lateral compressor engines Well site heaters and boilers Flaring Drilling rigs and workover rigs Other significant combustion source categories that the TWG would like to discuss?

Methodology Discussion: Fugitive/Venting Sources Shortened list of several significant Fugitive/Venting source categories are presented below for discussion of methodologies: Wellhead Fugitives Pneumatic Devices Well Blow-downs Well Completion Venting Condensate Tanks Oil Tanks Dehydrators Other significant Fugitive/Venting source categories that the TWG would like to discuss?
