Federal law requires the District to maintain and fund an Emergency Reserve Fund and a Contingency Reserve Fund. Continued Strong Economic Performance and Disciplined Fiscal Management Strong Fiscal Management The District has strong, institutionalized and disciplined financial management The Mayor’s Administration and District Council leadership continue to support the debt cap and fully funding the multiple reserve accounts to the GFOA 60-day level Historically Stable Economy The Washington metropolitan area has developed into a diverse economic region Future revenue growth continues to reflect solid economic performances, population growth, and a stable housing market Sound Budgetary Flexibility The FY 2017 CAFR shows an increase in the General Fund balance to $2.7 billion, including $1.19 billion of federal and District mandated reserves Prudent Debt/Pension Management Outstanding and projected debt obligations remain within 12% limit of total General Fund expenditures Pension and Other Post-Employment Benefit Plan (OPEB) remain fully funded SLIDE 3 (Speaker: Jeff Barnette) Slide 3 provides an overview of the District’s solid economic performance & prudent fiscal management which is demonstrated through: Strong institutionalized fiscal management which is committed to building the general fund balance and maintaining multiple reserve accounts; Stable and diverse economic data which anticipates continued population growth and increases in property values - which support growth in future District revenues; Budgetary flexibility that has garnered a long track record of balanced budgets and clean audit opinions. The District’s General Fund balance increased to $1.75 billion in FY 2013 which includes $791 million of Federal and District mandated reserves; Pragmatic debt management which adheres to limiting outstanding and projected debt obligations to remain within 12% of total General Fund expenditures; and A well-funded Pension Liability and Other Post-Employment Benefit Plan.
