Content of ETSI and EY interactions There are up to 4 possible interactions with EY which have reflections in ETSI WPM #1 creation of the work item for HEN #2 first assessment (mature draft) before TB approval #3 second assessment after TB approval #4 possible third assessment in case of comments during ENAP NOTE: TB can request EY consultants to attend resolutions meetings. In this case ETSI Secretariat and TB chairman shall complete a special form and send it to EY. ERMTG28(18)051023r1

#1 ETSI and EY: creation of the work item for HEN NWI proposed (normally by TG) for Harmonised standards NWI approved by TB ETSI Secretariat sends NWI approved by TB to EY for confirmation that the WI is within the scope of the mandate. EY interacts with EC to confirm WIs are under the M/536 Once confirmed by EY, NWI is flagged under the M/536 ERMTG28(18)051023r1

#2 ETSI and EY: first assessment (mature draft) before TB approval Stakeholders define when the draft HEN reaches level of maturity to be assessed by EY. There is no definition of mature draft. It is imperative to complete the HEN checklist in document OCGREDEMCD(18)068016 before sending request to EY. IMPORTANT !: NO TB APPROVAL without assessment (see [1]) ETSI introduced status 5V and 5Vr. #2 ETSI and EY: Assessment results vs. ETSI TB action 3 possible results from EY Compliant no ‘critical findings’ are reported, and assuming that possible ‘other findings’ reported are sufficiently settled in the final text Partial compliance need for minor or limited number of changes to the document or only to its ‘Annex A’ are reported Lack of compliance need for substantial changes to the document are reported ETSI TB action No action needed TB may consider changes TB accepts changes through resolution meeting TB reject changes (TB Decision), EC to decide listing TB Resolution meeting NOTE: TB can request EY consultants to attend resolutions meetings. In this case ETSI Secretariat and TB chairman shall complete a special form and send it to EY. ERMTG28(18)051023r1

#2 ETSI and EY: Assessment results vs. EC's later publication decisions EC does not have to follow the recommendations of the Consultant, but if they do: “Compliant” recommends that it is suitable for listing “Partial Compliance” recommends that it is suitable for listing with a notice “Lack of compliance” recommends that it is not suitable for listing ETSI can challenge the assessment report (but would need grounds to do so, and would need to supply evidence) ERMTG28(18)051023r1

#3 ETSI and EY: Assessment after TB approval Once TB approves draft EN, ETSI Secretariat communicates approved draft EN with all the relevant information from the previous assessment. ETSI introduced status 8V and 8Vr. #4 ETSI and EY: Assessment in case of Resolution meeting after ENAP In case when draft HEN receives comments during ENAP and resolution meeting is needed, there will also be a need for another assessment by EY consultant. ETSI introduced status 9V and 9Vr. The assessment can take up to 35 days. 9V – ETSI Secretariat communicates to EY request for assessment together with the resolution meeting report 9Vr – ETSI Secretariat communicates to TB comments from the EY consultant ERMTG28(18)051023r1
