Trade union training on collective bargaining and negotiation Time frame: 1 year

Background - The steady growth of market economy and international integration is a major challenge for the development of trade union and collective bargaining Over the last 10 years, the number of new business increased by 20 – 25% annually (2010: >80.000, total 540.000 businesses) Foreign investment in VN is also developing strongly, FDI enterprises have created jobs > 1.2milion workers Huge challenge for VN trade union, especially on negotiation and signing of CBAs to represent and protect benefits for the worker in businesses. (64% enterprises in FDI has CBAs, 59% in non-state enterprise area.

Background (conti) - The negotiation and conclusion CBA attains low rate and is limited in quality due to many reasons, among of its is: - Weakness of part of trade unions reps on negotiation skills and experiences in union activities - Funding for development membership are limited - Problems from workers themselves (education, understanding of law, industrial working style)

Target Group and parties involved - Training trade union officers on negotiation skills and abilities against employers to represent workers for effective negotiation and quality improvement of CBA. 2- Parties involved - VGCL - Trade union officers from Provincial and City Federation of labour. National industrial unions and Corporate trade unions directly under VGCL Trade unions officers from District TU and the equivalent and workplace union, lowest level Sponsors organization: ILO, FES…

Objectives 1. To be able to know and learn the effective means of collective bargaining negotiations. 2. To be able to have a better skill for collective bargaining negotiations 3. To be able to attain better terms and conditions of employment through collective bargaining. 4. Promoting of the upper level union’s role in supporting workplace unions to negotiate and sign CBA

Activities to achieve the objects 1. Seminar/training workshop shall be proposed to the trade union at provincial and city level. 2. Once approved, Training TU trainer and experts on CBA negotiation shall be conducted for trade union officials of upper level in the following areas: - North: Hanoi - South: HoChiMinh city 3. Piloting formation of expert teams in some city/provincial federation of labour, national industrial unions to support TU officials in CBA negotiating and signing 4. Compiling materials of negotiation skill and CBA signing served for the training 5. Enhancing CBA negotiation and signing at industry level
