BCR Ideas Montesquieu -- Separation of powers: executive, legislative and judicial branches could check and balance each other’s power. John Locke – All people born with blank mind and was formed by experiences. Had natural born rights. Declaration of Independence and Bill of Rights. He believed that if a gov’t failed to protect a citizen’s natural rights, the people had the right/duty to overthrow the government.

3. Jean Jaques Rousseau – Believed all people had the right to participate in government. Needed to make a social contract – agreed to give up individual wants for the benefit of society. 4. Thomas Hobbes – Believed people were all jerks and they needed an absolute ruler to keep them in control. 5. Beccaria – Protected rights of criminals. No cruel and unusual punishment, right to a speedy and public trial.
