Peloponnesian War Notes Athens joined with other city-states to form the Delian League Athens gained control of the treasury and became very powerful Sparta became suspicious and joined with others against Athens; war broke out Athens was surrounded and everyone lived inside the city walls In the second year, disease broke out and killed 1/3 of the citizens Sparta made a deal with the Persians in order to build a navy The Spartan navy defeated the Athenians; Athens later surrendered
