Financial requirements The DC at Istanbul requested to provide estimates of the cost of a regional framework Regional activities are an investment as they have a multiplier effect and may scale down the needs for national funding. The financing proposal reflects only the regional activities for 2012-2016, not the implementation at national level The implementation at the national level is not included (as in the current framework)
Hypotheses for the estimation of costs Regional events and support to national events: 7 working groups are established – 1 meeting per year 5 Regional events per year (3 in 2013) 1 national event per MED country 1 Technical assistance mission in the priority sectors in each country 1 Forum of Euro-Mediterranean Statisticians organized every 2 years Average costs based on MEDSTAT experience Secretariat: Experts seconded by one MED and one EU/EFTA NSI + 1 from Eurostat 2 Assistants Office costs Missions The proposal remains at an average of 1 Mio€/year.

How this will be financed? MEDSTAT III can already provide resources for the implementation of pilot activities during its project life. Contributions from the partners (MED, EU, EFTA countries, EC) : Partners will contribute with their respective means and under their respective constraints (in cash or in kind) Example: participation of MED and EU/EFTA NSI staff in activities New Financial Perspectives the EU (2014-2020) >> European Neighborhood and Partnership Instrument?? Other Regional/International contributions: Synergy with other international and regional institutions will be explored (desk research on existing funding opportunities to be carried out)
MEDSTAT III in the transition towards a new cooperation framework Implementation of “Transition activities”: Support to country-led activities Support to WG National replication/testing of regional activities Support to national user-producer activities Support to the institutional organization of the EU_ED cooperation Design and development of a knowledge platform Insertion in the strategy: re-orientation of some activities of thematic work programmes to prepare the future framework A proposal for the extension of MEDSTAT III will be presented in Session 3
