New York City Public Schools School Library Media Collection Development Policy Kate Hartig

Intro Purpose is to analyze the New York City Collection Development Policy by reflecting on key characteristics

Key characteristics 1. Mission statement 2. Teaching support (collaborative leadership, best practice, assessment tools) 3. Technology integration (digital materials, acceptable use, web filtering, related legal responsibilities) 4. Intellectual freedom (access and delivery, diversity, physical and intellectual access possibilities, flexibility of instructional strategies (like UDL), and assistive technologies) 5. Evaluative tools (analysis of learners needs and wants, selection, deselection, challenged materials)

Mission statement A Mission statement should encapsulate the collection development policy and allow flexibility to work within existing school policies and It should include a clear statement of who is responsible.

Mission Statement Appeared lengthy because it has included between its Mission statement and its goals statement: The American Library Association’s Access to Resources and Services in the School Library Media Program Goals clarify the ALA document Recommend having a reference to the work and including it in an appendix.

This might be a better choice

Refer to this rather than include

Teaching support The Policy should include characteristics to encourage … Collaborative leadership. The Policy encourages the library specialist to make collection decisions in consult with others. (References to specific suggestions for how to do this are not included in the Responsibility portion of the Policy statement)

Technology integration Digital materials Acceptable Use Web Filtering Related Legal Responsibilities The Policy needs a clear statement related to use of technology for instructional use and sensitivity to issues for child protection and guidelines for acceptable use.

See Handbook Especially 3.1.11 and 3.1.12

Intellectual freedom Enabling Access and Delivery (3.7-3.8) Considering Diversity Welcoming Physical and Intellectual Access Enabling Flexibility of Instructional Strategies Inviting Assistive Technologies May require specific steps to be useful but general considerations instead run throughout the policy

Evaluative Tools Analysis of Students Needs and Wants Selection Deselection Challenged materials

Needs and Wants In the policy statement, include a specific resource for analyzing student population and an indicator of importance through a procedure with a general checklist. With a concern for broadening each student by presenting differing points of view, considerations should be made for balancing the collection to show varying perspectives, global views, and diverse cultures

A great resource is the School Library Media Program Evaluation Rubric Evaluative tools A great resource is the School Library Media Program Evaluation Rubric

Selection and Deselection Criteria and Procedures vary in specificity. References to the Handbook and the Guidebook and rubric (already mentioned) would help the Library Specialist.

Challenged Materials Very specific instructions are given for handling the challenged materials issue. Paperwork is included for handling the patron’s request and for reporting evaluation of the resource. This section is important to enable a problem to be handled quickly and politely.

Conclusion Policy has the characteristics of a successful Collection Development Policy. Could improve by referring to specific ways to meet responsibilities for maintaining a collection. Within the Handbook for School Librarians and the Guidebook (online) and the SLMPE Rubric
