The Background To Our Role We have been engaged by the Scottish Executive because.... We are COMMITTED To the public sector in Scotland To supporting public sector service redesign To delivering in line with the national data sharing objectives We work in PARTNERSHIP With the Scottish Executive With NHSScotland With local service delivery partners With our other technology and delivery partners We are a world leading PRIME SYSTEM INTEGRATOR We are the Worldwide IT Partner for the Olympic Games We use proven and robust integration methods We operate in line with international best practice standards Committed: We have been the IT partner to NHSScotland since 1999 where we have developed and supported a portfolio of national applications. We have just been awarded a new 11 year extension to this contract based on the strength of our support and delivery to NHSScotland. We recognise that closer integration between health and other parts of the public sector is critical to achieving Scotland’s e-Government objectives. Partnership: We have worked as “one team” with the Data Sharing & Standards Division in the Scottish Executive, now part of the Efficient Government Delivery Group. We recognise that a one size fits all approach will not work so our technical solutions are designed to support the flexibility of local needs. We worked with the Scottish Executive to develop a national standard architectural framework that enables data sharing across local delivery organisations BUT not restricting local flexibility in service delivery – this is what true partnership is all about. We recognise that to deliver to the increasingly complex data sharing and integration requirements of our customers, we must work with other leading IT and delivery organisations. This collaborative approach: reduces risk, encourages innovation, and accelerates delivery. Prime System Integrator: We have been the IT partner for the Olympic Games for over 10 years, thereby demonstrating that we operate as a trusted IT and delivery advisor, on high profile programmes. We have proven experience in system design, development, integration, testing and hosting. We recognise that we must continually strive to excel against all national IT and delivery standards, such as Capability Maturity Model (CMMI) level 3.

Our involvement in this led to a recognition that there was huge potential for Data Sharing, we didn’t know what the potential was at this stage. 2003 to 2006 Established Formal Relationship Became the prime system integrator delivering Project Management, Technical Leadership and Quality Assurance for the eCare Programme utilising the existing NHSScotland framework agreement. Developed conceptual and architectural basis for Data Sharing Established the vision for Multi-agency eCare partnerships based on health board boundaries. Each partnership owning its eCare Messaging Framework comprising a secure store accessible through secure web services. The eCare Messaging Framework is the mechanism that facilitates collaborative working between multiple agencies within a partnership. Developed solution options as requirements continued to evolve Worked with customer to cater for the inevitable change and business environment uncertainty such a large and complex programme involves. For example, we adopted the use of more Agile development methodologies when the business required it. Achieved partnership working During this period of vital collaboration, our joint working practices and open communications supported mutual learning and moved the relationship onto a partnership basis. Established technological standard Used proven Microsoft technologies with rich and durable functionality in line with the NHS Scotland IM&T Policy. Developed confidence in technical tools and future support capability and technology longevity. Independent Quality Assurance The eCare Messaging Framework was independently evaluated and successfully quality assured on both an architectural and documentation basis. Delivered Strategic Products We supported the successful delivery of strategic products on time and within budget. The national architectural framework to support data sharing - The design of the technical platform to enable data sharing - The national eCare Messaging Framework on time and in budget Support National Rollout Support the roll out of the Messaging Framework across Scotland using the Scottish Executive and NHS Scotland Framework Agreements.
